Best Sales Tax Compliance Software (2026): Top 10 Compared
Compliance covers the whole obligation, not only the arithmetic on an invoice: working out where a seller must register, registering there, collecting, filing each return on the state schedule, remitting, holding exemption certificates and answering notices. The ten products below split into three groups. Platform vendors (Avalara, Sovos, CCH SureTax, CereTax and TaxCloud) sell software a buyer team operates, with filing sold as a module or a managed add-on. Self-serve platforms (Numeral and Sphere) combine the software with registration and filing at a published per-return or per-region price. Service firms (TaxValet, Yonda Tax and Hands Off Sales Tax) put a named team on the account. Six of the ten publish a figure on their own site. How entries are ordered.

These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.
Sales tax compliance in the United States is a sequence of obligations rather than a single calculation. A seller must work out where economic or physical presence creates a duty to collect, register with each of those states, apply the correct rate and taxability rule to every transaction, prepare a return on each state’s own schedule, remit the money, hold valid exemption certificates for tax-free sales, and respond when a state sends a notice or opens an audit. Products differ mainly in how much of that sequence they take on and which party carries the work.
The ten products compared below cover that range. Pricing is stated from the vendor own page where it is published, with the month of the check recorded, and marked as quoted where no figure exists.
Vendor details and trade-offs
Avalara
mid-marketAvalara sells sales and use tax compliance as one subscription rather than as separate calculation and filing products. The Avalara Select plan page states that the buyer pays only for the states where an obligation to collect exists.
The included list is specific. Core Compliance covers AvaTax calculation across more than 12,000 United States jurisdictions, Avalara Managed Returns for filing, remittance and notice management, ERP and ecommerce integrations, 50-state nexus monitoring, and AvaTax Exemptions.
The second plan is built around the Streamlined Sales Tax programme. It costs less per state because participating states fund the service for qualifying sellers, and Avalara states that a single SST identification number enables registration across all participating states. Beyond those two, Avalara quotes: the Custom plan adds multi-entity management, consolidated reporting and a one-hour response commitment.
Potential strengths
- List pricing is published per state and per year for the full compliance cycle
- The SST plan routes qualifying sellers into state-funded services in up to 25 states
Trade-offs
- Published plans stop at $50 million in annual revenue; larger or multi-entity buyers move to a quoted Custom plan
- Cost scales with state count, so a seller registered in many low-revenue states pays for each one
- Product reference
- Product documentation
- Pricing source
- Billing terms: Monthly or annual subscription charged per state, with the annual rate described as a 15 percent saving on monthly
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
Sovos
enterpriseSovos organises sales and use tax compliance as a set of products rather than one platform subscription: CertManager, Use Tax Manager, Sales and Use Tax Filing, Global Tax Determination and Taxify.
That structure matters because the pieces solve different problems. Sales and Use Tax Filing handles periodic and summary reporting and remittance for thousands of state and local jurisdictions. CertManager automates exemption certificate collection and verification. Use Tax Manager compares tax paid and not paid on purchases against the obligation, which is a purchase-side question rather than a sales-side one.
Pricing is not published anywhere in the line. The Tax Determination page states that pricing is custom and based on a company needs, with no starting figure or unit disclosed.
Potential strengths
- Filing, certificates and use tax analysis are sold as distinct products rather than bundled add-ons
- Use Tax Manager addresses purchase-side exposure that most products on this page do not cover
Trade-offs
- No published price or starting figure for any product in the line
- A buyer wanting the full cycle negotiates several modules rather than one subscription
- Product reference
- Product documentation
- Billing terms: Not recorded
- Source review: checked Sep 23, 2026

Wolters Kluwer CCH SureTax
enterpriseCCH SureTax is the Wolters Kluwer end-to-end sales and use tax platform, covering calculation, returns, exemption certificates, reporting and tax research in one system.
Its clearest published distinction is the structure of CCH SureTax Returns. Three subscription models set who does what. Under Standard Returns the client initiates generation, reviews the returns, files and remits, and manages its own deadlines. Under File and Remit, Wolters Kluwer files and remits on the client behalf and returns must reach reconciled status by 5 PM Eastern on the thirteenth. Under Fully Outsourced, the managed services team generates returns from client data delivered by the fifth and prepares them for approval by the eleventh.
Integration is ERP-first. CCH SureTax for SAP Document and Reporting Compliance is an SAP Endorsed App on SAP Store. Separate certified connectors cover Dynamics 365 Business Central, Finance and Supply Chain, and Customer Engagement, built as Azure-hosted extensions.
Potential strengths
- Three returns tiers make the division of filing work explicit rather than a negotiation
- CCH SureTax for SAP Document and Reporting Compliance is listed as an SAP Endorsed App on SAP Store
Trade-offs
- No published price for the platform or for any of the three returns tiers
- The Fully Outsourced tier imposes fixed monthly client deadlines for data delivery and approval
- Product reference
- Product documentation
- Billing terms: Subscription, with the tier setting which party prepares, files and remits; specific rates are quoted
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
CereTax
mid-marketCereTax is an API-first sales tax engine for businesses whose transactions are too complex or too high in volume for a general-purpose calculator. It names telecom, energy, SaaS and ecommerce as its focus.
The documented calculation flow has three steps. Validate checks the address and establishes taxable status for each line item. Calculate applies rates, sourcing rules and exemption logic at rooftop precision. Populate returns invoice-ready output with full line-item detail.
Two claims matter for a compliance buyer. CereTax states that a user can see the logic behind every calculation down to the jurisdiction rule, with version history and cited sources. No-code overrides let tax teams adjust rules without a ticket. Filing is not sold directly: the startup page states that registrations, filings, remittance and jurisdictional outreach come through compliance partners, so a buyer needs a second party for the filing half of the cycle.
Potential strengths
- No-code overrides let tax and finance staff change rules without an engineering ticket
- Vertical logic for telecom and energy is documented as built in rather than configured after purchase
Trade-offs
- No published price and no published unit rate for any package
- Founded in 2021, so the deployment record is shorter than the enterprise engines on this page
- Product reference
- Product documentation
- Billing terms: Usage-based subscription; the unit differs by package and the rate is quoted
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
Numeral
smbNumeral prices compliance by the unit of work rather than by seat or state. The published figures are $75 per return filed and a one-time $150 registration fee per state, with no setup or onboarding fee for standard United States filings and no contract required.
The free tier is the entry point. Monitoring connects a seller stores or billing platforms, runs a nexus study, tracks physical and economic nexus continuously, alerts when a threshold is crossed, and audits historical exposure. A seller who has not yet triggered an obligation pays nothing while that runs.
The Professional tier adds the work itself: registrations, filings and remittance with Autofile and Autoregister, a virtual mailbox that monitors state tax mail, product classification, exemption certificate management, and native integrations with Shopify, Stripe, Amazon and QuickBooks. Two further lines cover more than 90 countries and direct access to the tax engine and API.
Potential strengths
- Nexus monitoring and exposure analysis cost nothing until a filing obligation begins
- A flat $75 per return makes annual cost calculable from state count and filing frequency alone
Trade-offs
- Cost rises directly with filing frequency, so monthly filers in many states pay more than a per-state subscription
- Tax engine API access and global coverage sit outside the standard per-return price
- Product reference
- Pricing source
- Billing terms: Per return filed plus a one-time per-state registration fee; no contract required per the pricing page
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
TaxCloud
smbTaxCloud separates the two costs that most sellers conflate. The pricing page asks a buyer to choose a subscription based on the platforms they sell on and their order volume, then to choose a filing plan based on how many returns they owe. The page states filing plans as low as $20 per filing.
The subscription ladders are published as order bands, running from 100 orders a month up to 240,000 orders a year in the entry tier and higher again in the next. Filing tiers run from no returns through 50 returns a month or 600 a year.
The entry Starter subscription covers return-ready reports for all states, access to the Streamlined Sales Tax programme, nexus monitoring across all 50 states and email support. The tier above adds real-time calculation, ERP integrations, API access and phone support. Onboarding, a success manager, a virtual mailbox, state registration and audit support are sold separately.
Potential strengths
- Order volume and filing count are chosen independently, so a high-volume seller in few states is not overcharged for returns
- Streamlined Sales Tax access and 50-state nexus monitoring sit in the entry tier
Trade-offs
- Tier prices render only inside the interactive selector, so a buyer cannot read a plan table at a glance
- Real-time calculation, ERP integrations and API access require the higher subscription
- Product reference
- Pricing source
- Billing terms: Monthly or annual subscription by order volume, plus a separately chosen filing tier by return count
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
Sphere
mid-marketSphere sells sales tax, VAT and GST compliance under one billing unit. Starter is $100 per region per month under 10 regions and covers monitoring, registration, calculation, filing and back tax calculations. Growth, for 10 regions and above, is quoted and adds an account manager, a tax team on demand and 24-hour Slack support.
The pricing page is unusually precise about what a region means. It is any jurisdiction where a seller must register and file. In the United States that is normally a state. Canada counts as five regions. The European Union counts as one region when the seller files through One Stop Shop. The page works an example: California, Colorado, Germany, France, Australia and the United Kingdom bill as five regions, or $500 a month on Starter.
Additional charges are stated rather than implied. There is no implementation fee, but a flat per-transaction fee applies above 50,000 transactions across active regions, and jurisdiction registration fees are debited to the account.
Potential strengths
- A single published per-region rate covers monitoring, registration, calculation and filing
- The definition of a billable region is published with worked examples rather than left to a quote
Trade-offs
- Per-region pricing becomes expensive for a seller registered in many United States states
- Above 10 regions the price moves to a quote, which is where multi-country buyers usually sit
- Product reference
- Pricing source
- Billing terms: Monthly subscription per region; a flat per-transaction fee applies above 50,000 transactions across active regions
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
TaxValet
specialistTaxValet sells a service rather than a licence. The pricing page describes the offer as a fractional sales tax department: an external team that performs the compliance work in place of an in-house hire, at a flat monthly fee typically between $1,000 and $4,000.
The comparison the page draws is with staffing. It states that an entry-level sales tax professional costs a business around $100,000 a year once salary, benefits, payroll taxes and overheads are counted, and positions the monthly fee against that figure rather than against software subscriptions.
The published scope covers the cycle: a multi-state compliance strategy with nexus reviews and taxability research, multi-state filings and payments, and nexus monitoring with permit management. Two commitments are stated in writing. The audit liability guarantee covers penalties arising from TaxValet own errors and includes audit representation. A 60-day term states that a buyer who does not consider it the best fit in the first 60 days does not pay.
Potential strengths
- One flat monthly fee is stated to cover filings, payments, nexus reviews, permits and audit representation
- The published 60-day term lets a buyer stop paying if the arrangement does not fit
Trade-offs
- The entry point of roughly $1,000 a month exceeds a year of some software subscriptions on this page
- A service engagement gives the buyer less direct control of the underlying data than a platform
- Product reference
- Pricing source
- Billing terms: Flat monthly fee quoted per client, stated as covering all listed services without overage charges
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
Yonda Tax
specialistYonda Tax combines a compliance platform with a managed filing service, and splits its pricing page between free and quoted.
The free tier is nexus monitoring. A seller connects a store to the Yonda portal and receives nexus determination and tax liability calculations worldwide, plus registration where an obligation arises and access to tax advice. The page states the ongoing effort as under five minutes a month.
Paid coverage is quoted in published components. United States sales tax carries three: a one-off registration fee per state, a monthly platform fee and a monthly per-state management fee. The global VAT and GST offer carries two: a one-off registration fee and a combined monthly platform and management fee that varies by jurisdiction. Yonda states that it quotes per client and directs buyers to request a quote rather than publishing rates. It reports more than 400 businesses served.
Potential strengths
- Global nexus determination costs nothing, so exposure can be established before any commitment
- The fee structure is published in components, so a quote can be checked against a stated shape
Trade-offs
- No rate is published for any of the three United States fee components
- Charging a management fee per state on top of a platform fee raises the cost of wide multi-state coverage
- Product reference
- Pricing source
- Billing terms: One-off registration fee per jurisdiction plus monthly platform and per-jurisdiction management fees, quoted per client
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
Hands Off Sales Tax
specialistHands Off Sales Tax, trading as HOST, is a sales tax service firm that publishes its rates. The filing plans are stated per return: Essentials at $55 per filing and Essentials Plus at $75 per filing, both with no contract term, and Enterprise quoted for sellers with nexus in 20 or more states on a 12-month minimum.
The difference between the two published plans is the work around the filing. Essentials covers outsourced filings. Essentials Plus adds sales data formatting and monthly nexus monitoring, and lowers the registration charge from $200 to $175. Add-on rates are published rather than quoted: data retrieval at $300 a month, an economic nexus report at $500, audit defence and SKU mapping at $300 an hour, and a historical nexus study at $2,500 or $3,500 with exposure analysis.
The service list runs wider than filing: registration, nexus analysis, audit defence, voluntary disclosure agreements, resale certificates and notice management.
Potential strengths
- Per-filing rates and add-on project fees are published, so a total can be assembled before a call
- The two lower plans carry no contract term
Trade-offs
- Enterprise coverage requires a 12-month minimum and is not priced publicly
- Data retrieval, nexus reports and audit work are charged on top of the per-filing rate
- Product reference
- Pricing source
- Billing terms: Per filing on the two published plans, with no contract term; Enterprise carries a 12-month minimum
- Source review: checked Sep 23, 2026
- Vendor confirmation: not confirmed
Frequently asked questions
What is the difference between sales tax compliance software and a sales tax engine?
An engine answers one question: how much tax applies to this line, in this jurisdiction, for this customer. Compliance covers the rest of the obligation: registration in each state, collection, preparing and filing returns on each state schedule, remitting, holding exemption certificates and answering notices. CereTax and Sovos Global Tax Determination are engines. Avalara Core Compliance, Numeral Professional and Sphere Starter bundle the engine with the filing work. TaxValet, Yonda Tax and Hands Off Sales Tax supply people.
Which products on this page publish a price?
Six of the ten publish a figure on their own site. Avalara publishes $79 per state per month or $799 per state per year for Core Compliance and $69 or $699 with SST Services. Numeral publishes $75 per return filed plus $150 per state registration. Sphere publishes $100 per region per month under 10 regions. TaxValet publishes a typical range of $1,000 to $4,000 per month. Hands Off Sales Tax publishes $55 and $75 per filing. TaxCloud publishes filing plans from $20 per filing inside an interactive selector. Sovos, CCH SureTax, CereTax and Yonda Tax quote.
How should a seller compare a per-state price with a per-return price?
Model the same twelve months. A per-state subscription such as the Avalara plans, or a per-region rate such as Sphere Starter, is set by how many jurisdictions the seller is registered in, regardless of filing frequency. A per-return price such as the Numeral $75 rate is set by state count multiplied by filing frequency. A seller in 12 states filing monthly owes 144 returns a year, which favours a subscription. The same seller filing quarterly owes 48, which usually favours per-return pricing.
Does any product on this page handle historical exposure?
Several address it. The free Numeral Monitoring plan audits exposure and historical liabilities before a seller pays anything. Sphere states that Starter includes back tax calculations. Hands Off Sales Tax publishes a historical economic nexus study at $2,500, or $3,500 with exposure analysis, and files voluntary disclosure agreements that limit a state look-back period. TaxValet includes nexus reviews in its monthly fee. A seller that has crossed thresholds should settle the historical position before comparing ongoing rates.
Who actually files and remits the return?
This varies by product and sometimes by tier within a product. CCH SureTax makes it explicit: under Standard Returns the client files and remits, under File and Remit Wolters Kluwer does, and under Fully Outsourced it also validates the data first. Avalara Managed Returns, Numeral Autofile, Sphere, TaxValet, Yonda Tax and Hands Off Sales Tax file on the seller behalf. The TaxCloud entry subscription produces return-ready reports, with filing taken from a separately chosen tier. CereTax routes filing to compliance partners.
What is Streamlined Sales Tax and does it reduce cost?
Streamlined Sales Tax is a programme under which participating states fund compliance services for qualifying sellers through Certified Service Providers. Avalara publishes a lower per-state rate for its SST plan, $69 per state per month against $79, and states that qualifying sellers receive calculation, filing and remittance at no cost in up to 25 states. TaxCloud includes access to the programme in its entry subscription. A seller should check its own eligibility before assuming the discount applies.
Is exemption certificate management included or sold separately?
It differs. Avalara includes AvaTax Exemptions in Core Compliance. Numeral offers the first 50 certificates free with validation, expiry tracking and renewals. CCH SureTax lists exemption certificate management as a platform module. Sovos sells CertManager as a distinct product. Hands Off Sales Tax publishes Resale Certify for resale certificates. A buyer holding a large certificate population should confirm validation rules, renewal handling and storage limits rather than assume the line item covers the volume.
What should a buyer confirm before signing?
Confirm four things in writing. First, which party submits each return and holds each state login. Second, what the meter counts, because the unit differs between a state, a region, a return, an order and an API request across the products here. Third, what is excluded: registration fees, historical studies, audit support and data retrieval are priced separately at several vendors here. Fourth, which billing or ERP connector is supported and at which version.
