Best Policy Management Software (2026): Top 11 Compared

Updated October 2026By StatWharf Editorial11 vendorsMethodology

Policy management software stores an organization's policies and procedures in one controlled library, routes drafts through review and approval, distributes the approved version and records who acknowledged it. The eleven products below fall into three groups. PowerDMS, RLDatix (PolicyStat) and Ntracts build for a single sector: public safety for the first, healthcare for the other two. ConvergePoint and Policy Express install inside a customer's Microsoft 365 SharePoint tenant. NAVEX, VComply, ComplianceBridge, Mitratech PolicyHub, SAI360 and Zavanta sell policy management as a standalone module or as part of a wider compliance platform. Only VComply and Policy Express publish prices.

These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.

Policy management software keeps an organization’s policies, procedures and SOPs current and provable. A policy owner drafts or revises a document, routes it through review and approval, and publishes the approved version while the old one is archived. Employees receive the policies that apply to them, read them and attest, and the system records who acknowledged which version and when. Auditors, regulators and accreditation surveyors can then be shown the record instead of a binder.

The comparison below covers eleven products. Features and pricing come from each vendor’s product, documentation and pricing pages, checked in October 2026. Only VComply and Policy Express publish prices, on two different units: per module with unlimited users, and a one-time licence plus a monthly service fee. The other nine vendors quote, and their profiles record what each page states about tiers, editions or purchasing routes.

Related pages cover compliance software and GRC software.

Vendor details and trade-offs

PowerDMS

specialistpowerdms.com ↗
Consider forPublic safety agencies, including law enforcement, corrections, fire, EMS, emergency communications and campus security, that need defensible policy acknowledgment records and accreditation mapping, as the PowerDMS policy product page describes
Pricing notesNo price list is published; agencies request a quote or buy through cooperative purchasing contracts with partners such as DIR, Sourcewell, OMNIA Partners and NYS OGS. A PowerDMS buyer guide estimates that policy management software in general ranges from about $4,000 to more than $100,000 per year depending on size, users, contract length and modules; that figure describes the market, not a PowerDMS rate (checked Oct 2026)
Feature to evaluateDirectives can be mapped to accreditation standards for assessor review, and selected documents can be published to a public-facing site to reduce open records requests

PowerDMS sells policy, accreditation and training software to public safety agencies. Its Policy product replaces binders and shared drives with a cloud library for policies, SOPs, directives and memorandums. Publishing a new version archives the previous one, and staff compare changes side by side before signing electronically on desktop or mobile. Supervisors see completion status by employee or group and can schedule reports to their inbox.

The page describes AI search that answers plain-language questions with links to the source policy, and integrations with Power Standards for accreditation, Power Ready for training and an internal affairs module. PowerDMS states that nearly 4 million professionals across more than 4,000 agencies in the US and Canada use it, from departments of 10 people to state agencies with over 30,000 staff.

Potential strengths

  • Mobile e-signatures, offline documents and a dark mode are built for field and night-shift staff
  • Cooperative purchasing contracts can shorten public-sector procurement

Trade-offs

  • The product is positioned almost entirely for public safety, so other sectors are outside its documented fit
  • No public pricing; budgets depend on a quote

Ideagen ConvergePoint

mid-marketconvergepoint.com ↗
Consider forOrganizations standardized on Microsoft 365 that want policy drafting, approval, publishing and attestation inside their own SharePoint Online tenant, as the ConvergePoint product page describes
Pricing notesNo prices are published and the site has no pricing page; buyers request a demo and quote (checked Oct 2026)
Feature to evaluateDocuments stay in the customer's Microsoft 365 tenant, with Word Online for drafting and Outlook and Teams plugins for notifications and tasks

ConvergePoint builds policy, contract and compliance software that installs as an app on Microsoft 365 SharePoint Online. The site footer identifies the business as Ideagen ConvergePoint. Its policy product is split into three modules: Policy and Procedure Creation, Policy Library and Policy Attestation.

Drafters work in Word Online with tracked changes and a ConvergePoint Word plugin for content automation. Predefined workflows assign reviewers and approvers, record comments and keep an audit trail across versions, and alerts flag documents due for renewal. Approved documents publish to the library automatically, and employees attest that they have read the latest version. Outlook and Teams plugins deliver notifications and tasks. Because the software runs in the customer's tenant, the vendor states that documents never leave the organization and existing security rules still apply.

Potential strengths

  • Active Directory handles sign-on and role-based access, so joiners and leavers need no separate user administration
  • Policy creation, library and attestation are sold as distinct modules

Trade-offs

  • Requires Microsoft 365 SharePoint Online
  • No published pricing

VComply PolicyOps

mid-marketv-comply.com ↗
Consider forMid-sized organizations, including nonprofits, that want policy authoring, approval and attestation with unlimited users on module-based pricing, as VComply's PolicyOps and pricing pages describe
Pricing notesThe Pro GRC Suite lists modules starting at $1,000 per month, with one admin seat, unlimited users and two onboarding sessions. Customers are invoiced annually with a 12-month minimum contract. A Starter package for start-ups and nonprofits and an Enterprise suite are priced on request, and nonprofits receive a 20% discount (checked Oct 2026)
Feature to evaluatePricing is set per module rather than per employee, so the number of staff who read and attest does not change the published starting price

VComply sells a modular governance, risk and compliance platform, and PolicyOps is its policy management module. Policies can be written in Word or PDF form, uploaded from existing files or started from editable templates or an AI policy generator. Documents are grouped into categories and linked to departments, with version history, rollback and role-based access.

Approval and attestation workflows can be set per stakeholder group, and reviewers comment online. Reminders go out at each stage, and alerts reach Slack, Microsoft Teams and Outlook. PolicyOps also builds quizzes, knowledge checks and scenario questions to test understanding. Other VComply modules cover compliance, risk, audit and incident management, so a buyer can start with policy alone and add modules later.

Potential strengths

  • One of two vendors on this page with a published starting price
  • Policy quizzes and assessments can be distributed by email or shareable link

Trade-offs

  • The published package includes one admin seat
  • Single sign-on is listed only in the Enterprise suite

RLDatix Policy Management (PolicyStat)

specialistpolicystat.com ↗
Consider forHospitals and multi-site healthcare organizations that want policies linked to accreditation and regulatory standards and to other RLDatix safety modules, as the PolicyStat product page describes
Pricing notesNo prices are published; the page directs buyers to contact RLDatix (checked Oct 2026)
Feature to evaluateTurns static documents into searchable web pages and links policies to the standards surveyors check

PolicyStat is now presented as RLD Policy Management, part of RLDatix's RLD360 platform for healthcare safety and compliance. The product converts static policy documents into searchable web pages and supports document lifecycle management across locations, with a search-as-you-type function for staff looking for current guidance.

Its distinguishing feature for hospitals is standards linking. Policies and procedures can be tied directly to standards from The Joint Commission, DNV, CMS and to SOPs, so the organization can show surveyors which document supports which requirement. Reports measure efficiency and highlight compliance gaps, and documents can be linked into other RLDatix modules. The page describes the product as AI-enabled without detailing the AI functions.

Potential strengths

  • Search-as-you-type retrieval across the policy library
  • Policies can link to other modules on the RLD360 platform

Trade-offs

  • Built for healthcare; other sectors are outside its documented fit
  • No published pricing

Ntracts Policy Manager

specialistntracts.com ↗
Consider forHealthcare organizations that manage hundreds of policies and manuals and want bulk review workflows and a healthcare template library, as the Ntracts Policy Manager page describes
Pricing notesNo prices are published; the page offers a demo and brochure (checked Oct 2026)
Feature to evaluateBulk workflows place an entire manual under review at once and track each document's approval expiration

Ntracts sells contract and compliance software to healthcare organizations, and Policy Manager is its policy product. The former MCN Healthcare Policy Manager address now redirects to this Ntracts page. The page states that more than one million end users across US healthcare organizations use it.

Policy Manager handles drafting, review and approval with structured workflows and version control. Each approver, their notes and the date are recorded at every step, and the system tracks when each document's approval expires so reviews do not lapse. For large libraries, bulk workflows put whole manuals under review at once. Role-based permissions separate compliance leaders, manual owners, reviewers, approvers and staff readers. More than 15,000 policy, procedure and form templates are available to import.

Potential strengths

  • More than 15,000 healthcare templates can be imported from the Policy Library
  • Each approver, note and date is recorded at every workflow step

Trade-offs

  • Positioned only for healthcare
  • No published pricing

ComplianceBridge

mid-marketcompliancebridge.com ↗
Consider forOrganizations that want to choose a policy and procedure tier from a published feature matrix, with options such as a public portal, forms and single sign-on, as the ComplianceBridge pricing page lists
Pricing notesThree tiers, Silver, Gold and Platinum, are quoted individually. Optional items such as multi-language support, forms, Active Directory authentication, single sign-on, a public portal and an open API are priced separately. Instructor-led training sessions are included by tier (2, 6 or 12 in the first six months), and additional sessions cost $250 per hour (checked Oct 2026)
Feature to evaluateA public pricing page sets out which features and how many training hours come with each tier

ComplianceBridge sells policy and procedure software on three tiers. Silver covers importing, archiving and publishing documents, reminders, a basic advisory system, compliance documents with electronic signatures and reporting. The higher tiers add testing and questionnaires, an HTML editor and automated reminders, and the most complete tier lists automated reporting, advisory staging, document comparison, automated expiration notices, automatic linking of documents, source document management and staged workflow templates.

Policy categories are capped by tier at one, two or four. Phone and email support and weekly training webinars are included on every tier, with more one-to-one training sessions as the tier rises. Buyers submit the size of their policy team for a custom quote.

Potential strengths

  • Electronic signatures and reminders are included from Silver
  • Weekly instructor-led webinars are included on every tier

Trade-offs

  • Tier prices are not published
  • Workflow templates, document comparison and automated expiration notices sit in the top tier

Mitratech PolicyHub

enterprisemitratech.com ↗
Consider forOrganizations in regulated industries, which the page lists as including business, government, healthcare and education, that want policy distribution, attestation and knowledge assessment with a choice of SaaS or on-premise deployment, as the PolicyHub page describes
Pricing notesNo prices are published; the page offers a demo and an ROI calculator (checked Oct 2026)
Feature to evaluateOne of few products here offering on-premise deployment alongside SaaS

PolicyHub is Mitratech's policy and procedure management product. It automates creation, approval, communication, distribution, attestation tracking, knowledge assessments and reporting, with point-and-click configuration. Mitratech states that end users need no training and administrators need one day.

Deployment can be SaaS or on-premise. The page names customer stories from Allianz, which used PolicyHub to meet Irish and UK financial regulator requirements, Frimley Park Hospital, which distributes policies to 3,500 staff, and HMSHost. An ROI calculator estimates savings from employee search time and manager time spent chasing attestations. Mitratech also sells compliance training, regulation management and HR compliance products that a buyer may see bundled in the same conversation.

Potential strengths

  • Mitratech states end users need no training and administrators need one day
  • Knowledge assessments test whether staff understood a policy

Trade-offs

  • No published pricing
  • Sold within a broad Mitratech legal, HR and compliance portfolio, so scope needs confirming in a quote

SAI360 Policy Management

enterprisesai360.com ↗
Consider forEthics and compliance teams that want policies tied to Code of Conduct training, disclosures and conflicts of interest on one GRC platform, as SAI360's policy management and pricing pages describe
Pricing notesNo prices are published. Policy Management is sold in Essentials, Professional and Enterprise editions and is offered in each Ethics and Compliance bundle and in the Risk Management Professional and Enterprise bundles. SAI360 states that price depends on edition, number of users, selected modules and implementation scope (checked Oct 2026)
Feature to evaluateTracks and approves policy exceptions with escalation rules and supports jurisdiction-specific policy versions

SAI360 sells a governance, risk and compliance platform in which Policy Management is one module. It provides a searchable policy library with version history, configurable approval workflows, attestations, an AI assistant that answers employee policy questions and AI summaries shown during review. Exception management tracks and approves policy exceptions with escalation rules, and dashboards show attestation status and knowledge gaps.

Policies can be mapped to regulations, internal controls and ESG frameworks, published in several languages and restricted by region or jurisdiction. When a policy changes, stakeholders are notified and new attestations or training can be triggered. The pricing page lists policy attestations, an advanced workflow engine, an employee portal, AI search and Office 365 integration across editions.

Potential strengths

  • Policies connect directly to training, disclosures and conflicts of interest modules
  • Multi-language content and regional access controls support global programs

Trade-offs

  • No published pricing for any edition
  • Value depends on adopting other SAI360 modules

Zavanta by Comprose

specialistcomprose.com ↗
Consider forOrganizations with high regulatory or audit exposure that want policies, procedures, work instructions and checklists governed and linked in one system, as the Zavanta product page describes
Pricing notesNo prices are published; the former Zavanta pricing address redirects to the Comprose homepage (checked Oct 2026)
Feature to evaluateCaptures checklist completion inside the governed procedure, so evidence shows which steps were done and when

Zavanta, sold by Comprose, is a policy and procedure management platform aimed at organizations with greater risk exposure. Rather than storing files only, it structures policies, procedures, SOPs and work instructions so related documents are linked and the downstream effect of a change is visible.

Access controls govern who can view, edit, approve and publish. Ownership, approval, attestation and acknowledgment history is recorded, along with versions and changes. Checklist activity is captured inside the procedure it belongs to, giving a record of which steps were completed and when. The vendor positions this as a way to answer auditors or regulators with connected evidence instead of reconstructing a decision trail afterwards.

Potential strengths

  • Links policies downstream to the procedures and checklists that implement them
  • Records ownership, approval, attestation and acknowledgment history

Trade-offs

  • No published pricing
  • Procedure-centred design may be more than a buyer needing only policy attestation requires

Policy Express

smbpolicyexpress365.com ↗
Consider forOrganizations on Microsoft 365 that want policy creation, approval, publishing and attestation installed in their own tenant on a fixed fee rather than per-user licences, as the Policy Express pricing page describes
Pricing notesA one-time solution fee of US$13,950 (£10,950) covers creation, approvals, publishing, attestation, feedback, reviews and Power BI dashboards, installed in the customer's Microsoft 365 tenant with lifetime access. The Success Service costs US$325 (£250) per month, is required in year 1 with a one-year minimum and is optional afterwards. Optional AI features run in the customer's Azure environment at an estimated US$100 per month paid to Microsoft. Additional instances in the same tenant cost 50% of standard fees (checked Oct 2026)
Feature to evaluateFixed solution fee with no per-user licensing, and data stays in the customer's Microsoft 365 tenant

Policy Express is a SharePoint policy management solution from Information EXP. It installs in the customer's Microsoft 365 tenant, so documents stay there with no external hosting or separate logins. The solution covers policy creation, approvals, publishing, attestation, staff feedback, scheduled reviews and Power BI dashboards.

The Success Service covers deployment, configuration, admin and owner training and support, and gives access to AI features: a News Agent, AI summaries and a Policy Bot. Those AI features run in the customer's own Azure environment. Organizations with separate divisions or geographies can deploy more than one instance in the same tenant at half the standard fees.

Potential strengths

  • Full published price, including support and expected Azure AI costs
  • Headcount does not change the licence cost

Trade-offs

  • Requires Microsoft 365 and SharePoint
  • The Success Service is mandatory in year 1, with a one-year minimum term

  • Product reference
  • Pricing source
  • Billing terms: Solution fee invoiced upfront; Success Service billed monthly, or annually on request
  • Source review: checked Oct 7, 2026

How to choose a vendor

Ask what the vendor counts before asking the price

Billing units differ more than list prices in this category. VComply prices by module with unlimited users, and Policy Express charges a one-time solution fee plus a monthly service fee with no per-user licensing. NAVEX, SAI360 and ComplianceBridge sell named tiers or editions, and SAI360 states that the number of users is one input to its quote. An organization with a large frontline workforce that only reads and acknowledges policies should ask each vendor to quote that population explicitly.

Decide where the documents should live

ConvergePoint and Policy Express keep documents inside the customer's own Microsoft 365 tenant and reuse its sign-on and permissions. Mitratech PolicyHub offers SaaS or on-premise deployment. The remaining vendors host the library in their own cloud. IT and security teams usually settle this question before compliance teams compare features.

Check sector standards and accreditation mapping

Sector tools link policies to the standards their buyers are inspected against. RLDatix links policies to TJC, DNV and CMS standards, Ntracts ships a library of healthcare policy templates, and PowerDMS maps directives to public safety accreditation standards. A general platform can hold the same documents but may need the mapping built by the customer.

Frequently asked questions

What is policy management software?

Policy management software holds an organization's policies and procedures in one controlled library and manages their lifecycle. Owners draft and revise documents, reviewers and approvers sign off through set workflows, and the approved version is published while older versions are archived. Employees are assigned policies to read and attest, and the system keeps an audit trail of who saw and accepted which version.

How much does policy management software cost?

Two of the eleven vendors publish prices as of October 2026. VComply lists modules from $1,000 per month, invoiced annually with unlimited users. Policy Express charges a one-time US$13,950 fee plus US$325 per month for its first-year service. PowerDMS's own buyer guide estimates the general market at about $4,000 to more than $100,000 per year. The other vendors quote.

Is policy management software priced per user?

Not always. VComply prices by module with unlimited users, and Policy Express states it has no per-user licensing. SAI360 says the number of users is one input to its quote, alongside edition and modules. Organizations with many staff who only read and attest should ask each vendor how that group is counted.

Which tools work inside Microsoft 365 and SharePoint?

ConvergePoint and Policy Express both install in the customer's SharePoint Online tenant and keep documents there. ConvergePoint uses Word Online, Outlook and Teams plugins and Active Directory sign-on. Policy Express adds Power BI dashboards. NAVEX lists Microsoft 365 integration in its Professional package, and SAI360 lists Office 365 integration on its editions.

What should healthcare organizations look for?

Accreditation readiness and library scale. RLDatix (PolicyStat) links policies to TJC, DNV and CMS standards. Ntracts Policy Manager offers more than 15,000 healthcare templates and bulk workflows for whole manuals. Mitratech names Frimley Park Hospital as a PolicyHub customer. General platforms can hold the same documents but may need the standards mapping built by the customer.

How is policy management software different from GRC software?

GRC platforms cover controls, risk registers, audits and evidence collection, with policy management as one module. Dedicated policy tools focus on the document lifecycle: drafting, approval, distribution, attestation and review reminders. Several vendors here, including NAVEX, SAI360 and VComply, sell policy management as a module of a wider platform. Buyers needing controls testing should also review GRC software.

Can these tools test whether employees understood a policy?

Several list it. VComply PolicyOps builds quizzes, knowledge checks and scenario questions, Mitratech PolicyHub includes knowledge assessments, and ComplianceBridge lists testing and questionnaires on its higher tiers. SAI360 links policies to its training modules, and PowerDMS connects policies to training through Power Ready.

How was this comparison compiled?

Each vendor's product, documentation and pricing pages were read on 7 October 2026, and pricing notes record what those pages showed on that date. The comparison uses published information only. The products were not used or tested, and no vendor confirmed its entry. All eleven entries have dated source checks, and their order does not rank product quality.
