Best Insurance Agency Management Systems (2026): Top 10 Compared
An insurance agency management system (AMS) is the system of record for an agency: clients, policies, carrier downloads, documents, commissions and agency accounting. The ten products below fall into three groups. Two large vendors sell several separate systems each: Applied Systems sells Applied Epic and EZLynx, and Vertafore sells AMS360, Sagitta and QQCatalyst. Independent vendors HawkSoft, Momentum (formerly NowCerts) and Jenesis serve independent property and casualty agencies with simpler pricing. AgencyBloc AMS+ and NextAgency are built for health, senior, benefits and life agencies rather than P&C. Momentum, HawkSoft and NextAgency publish prices; the others quote.

These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.
Insurance agency management systems run the operations of independent insurance agencies and brokerages. They hold client and policy records, download new business, endorsements and renewals from carriers, produce ACORD forms and certificates, track commissions and handle agency or direct bill accounting. Buyers include agency owners replacing an older system, operations managers consolidating acquired agencies onto one platform, and health and life agencies that need compliance records alongside a CRM.
The comparison below covers ten products. Five come from two parent companies: Applied Systems sells Applied Epic and EZLynx, and Vertafore sells AMS360, Sagitta and QQCatalyst, each a separate product. Three are independent P&C systems, and two are built for health, senior and life agencies. Pricing comes from each vendor’s public product or pricing page, checked on 12 October 2026. Momentum, HawkSoft and NextAgency publish prices; the other seven quote.
Vendor details and trade-offs
Applied Epic is the flagship agency management system of Applied Systems, which describes it as the world's most widely used AMS for growth-minded, mid-size and enterprise independent agencies. It is browser-native, so staff work in a web browser rather than a locally installed client.
Applied lists native capabilities for prospecting and pipeline management, market access, personal and commercial lines quoting and submissions, accounting and digital payments, operational reporting with role-based dashboards, policy and document management, and workflow automation such as data prefill and automatic email summaries. Insurer connectivity runs through Ivans for submissions, servicing and policy downloads, and a customer self-service portal and mobile app sync interactions back to the AMS.
Its distinguishing feature is combined P&C and benefits management. Epic Benefits adds benefits-specific workflows for plan information, rates, coverages, eligibility, stop loss and TPA details, so agencies with both books can see one client record. Applied has also added AI agency bill reconciliation in Applied Recon, which posts reconciled statements into premium payable.
Potential strengths
- Embedded personal and commercial lines rating and submissions inside the AMS
- Applied states that 7 of the 10 largest insurance agencies in the Business Insurance Top 100 are standardized on Applied Epic
Trade-offs
- No public pricing
- Scope and configuration aimed at larger agencies may exceed the needs of a small single-office agency
- Product reference
- Product documentation

EZLynx is an all-in-one, 100% cloud-based agency management system for independent agencies, owned by Applied Systems. It is a separate product from Applied Epic, positioned for independent agencies rather than enterprise IT departments, and the EZLynx site carries Applied Systems' copyright.
The management system covers servicing and policy management, a built-in CRM with email campaigns and pipeline tracking, renewals and retention, and accounting with commission calculations and digital payments. Clients get a self-service portal for 24/7 access.
Its distinguishing feature is native rating. EZLynx includes an embedded comparative personal lines rater and a commercial submission tool, so agents can quote, bind and remarket without leaving the AMS. The company states it processes more than 13 million quotes per month and that more than 100 new agencies choose it each month. Its pricing page argues that total cost should include the separate rater, CRM, eSignature and portal tools that other systems require, rather than per-seat price alone.
Potential strengths
- Quote, bind and service personal and commercial lines from the same client record
- Network members usually receive discounted pricing
Trade-offs
- No published price figures
- EZLynx itself acknowledges that some competitors show a lower per-seat price

Vertafore groups its capabilities into service, operations and leadership. Service covers centralized client and policy data, a customizable dashboard of alerts and upcoming tasks, and automated emails. Operations covers workflow automation, task tracking to identify top performers, and cloud access. Leadership covers more than 50 pre-built and customizable reports, an integrated sales pipeline manager and book-of-business analysis to target high-impact segments.
The product page cites an Entrekin Insurance case study in which the agency tripled written premiums using QQCatalyst together with Vertafore's Orange Partner Program. Frequently asked questions
What is an insurance agency management system?
An insurance agency management system (AMS) is the central software an agency uses to manage clients and policies, store documents, download policy data from carriers, produce ACORD forms and certificates, track renewals, and handle commissions and agency accounting. Many systems now add CRM, marketing automation, client portals and rating, so the AMS also supports sales and retention rather than only record keeping.
How much does an insurance agency management system cost?
Three vendors on this page publish prices. Momentum AMS runs from $119 per month for one user to $419 per month for five users, with extra seats at $54. HawkSoft states a $99 per user monthly retail price for HawkSoft 6 plus setup and conversion fees. NextAgency charges $85 per user per month for health and life agencies. Applied Epic, EZLynx, AMS360, Sagitta, QQCatalyst, Jenesis and AgencyBloc quote individually.
Are Applied Epic and EZLynx the same product?
No. Both are owned by Applied Systems, but they are separate systems. Applied positions Applied Epic for growth-minded, mid-size and enterprise agencies, with P&C and benefits in one platform. EZLynx is an all-in-one cloud AMS for independent agencies, with a comparative personal lines rater and commercial submissions built in. An agency should confirm which product a proposal covers.
What is the difference between AMS360, Sagitta and QQCatalyst?
All three are Vertafore products, but each is a separate system. Vertafore positions Sagitta for large, complex agencies and brokerages across divisions and locations, AMS360 for independent agencies that want strong accounting and business intelligence, and QQCatalyst for growing independent agencies that want a cloud system ready out of the box. Some AI agents, such as the Reconciliation and Coach agents, run in both AMS360 and Sagitta.
What happened to NowCerts?
NowCerts merged with Insurance Gig in 2023, and the combined company rebranded as Momentum in 2024. The agency management system is now sold as Momentum AMS within the Momentum AMP platform, and nowcerts.com still serves the product. Momentum publishes its AMS tiers and seat prices on its pricing page.
Which agency management systems suit health, Medicare and life agencies?
AgencyBloc AMS+ and NextAgency are built for health, senior, benefits and life agencies. AgencyBloc emphasises compliance records such as Scope of Appointment and ACA consent, VoIP and upline agent management. NextAgency emphasises low published pricing, sub-agent management and optional commission tracking. Applied Epic also manages benefits alongside P&C through Epic Benefits for agencies with both books.
What should an agency ask before switching AMS vendors?
Ask about data conversion fees, setup and training costs, which features need add-ons, how users are counted, contract length, scheduled price increases, termination fees and the cost of exporting data on exit. HawkSoft, Momentum and NextAgency each state that no long-term contract is required. Buyers should also confirm carrier download coverage for their main carriers.
