Best EOR Platforms (2026): Top 10 Compared
Every vendor on this page publishes a starting price for employer of record (EOR) service, which is unusual for enterprise HR software. Published figures run from $199 to $699 per employee a month. Deel, Remote, G-P and Atlas HXM start at $599; Oyster at $699; Papaya Global at $499; Multiplier at $459 on an annual contract; Pebl and Playroll at $399; and Payoneer Workforce Management (formerly Skuad) at $199. The headline fee is only part of the cost: deposits, foreign exchange, benefits premiums, country surcharges and termination costs differ by vendor and are covered in each profile.

An employer of record (EOR) hires an employee on a company’s behalf in a country where the company has no legal entity. The EOR signs the local employment contract, runs payroll, withholds and files taxes, provides statutory benefits and handles terminations under local law, while the company directs the employee’s work. EOR platforms put that service behind software for onboarding, payroll approval, expenses, time off and reporting, and most also sell contractor management and global payroll for countries where the company already has an entity.
This comparison covers ten EOR providers. All ten publish a starting price per employee per month, checked on each vendor’s pricing page in October 2026. Because the starting figures sit close together, the useful comparison is the fee basis, deposits, foreign exchange handling, country coverage and whether the provider owns its local entities.
Related pages cover payroll software, HR software and benefits administration software for small business.
Vendor details and trade-offs
Deel sells employer of record service as one product in a wider global HR platform. The pricing page groups products into hire, manage, pay and equip, and lists EOR next to US PEO under a single hire employees plan. The EOR fee, according to the page's FAQ, covers employee onboarding and local compliance, payroll processing and tax filings, benefits administration such as healthcare and pensions, and ongoing HR and legal support. Deel states that pricing is month-to-month with no long-term commitment and that customers can cancel at any time, while local labour law still applies to notice periods and severance for EOR employees.

Frequently asked questions
What is an EOR platform?
An employer of record (EOR) platform lets a company hire a full-time employee in a country where it has no legal entity. The EOR becomes the legal employer in that country, issues a compliant local contract, runs payroll and tax filings, and administers statutory benefits, while the client directs the employee's day-to-day work. The platform is the software through which the client onboards, pays and manages those employees.
How much does an EOR cost?
As of October 2026, all ten vendors here publish a starting EOR fee per employee per month: Payoneer Workforce Management from $199, Pebl and Playroll from $399, Multiplier from $459 annually, Papaya Global from $499, Deel, Remote, G-P and Atlas HXM from $599, and Oyster at $699. The fee is charged on top of the employee's salary, employer taxes and benefits, and some vendors add deposits or country surcharges.
What is the difference between an EOR and a PEO?
A PEO co-employs staff in a country where the client already has an entity, most commonly the United States, and shares employer duties with the client. An EOR is the sole legal employer in a country where the client has no entity. Deel and Remote sell both: Deel's US PEO starts at $125 and Remote's at $99 per employee a month, alongside their EOR plans.
When should a company set up its own entity instead of using an EOR?
EOR avoids incorporation, local accounting and legal costs, so it suits early hires in a new country. As headcount in one country grows, the monthly EOR fee per employee can exceed the cost of running a local entity with its own payroll. Several vendors here, including Remote, Multiplier and Papaya Global, also sell global payroll for owned entities, which allows a move from EOR to entity on the same platform.
Do EOR providers require a deposit?
Policies differ. Playroll requires a refundable deposit equal to one month's salary per employee. Oyster requires a refundable deposit for EOR team members. Remote charges no standard deposit but may require a refundable reserve in some circumstances. Deel, Papaya Global, G-P, Pebl and Payoneer Workforce Management do not state a deposit policy on the pricing pages reviewed, so buyers should ask during the quote.
Does the EOR own an entity in every country it covers?
Not always. Some EOR providers employ staff through their own local entities and others use local partner firms in some countries. Atlas HXM states that it uses owned entities in 160+ countries rather than third-party EOR partners. Buyers should ask each vendor, country by country, whether the employing entity is owned or a partner, since this affects payroll accuracy and support.
Can an EOR sponsor work visas?
Several vendors list visa or immigration support. Atlas HXM offers visa sponsorship in 75+ countries as a per-visa add-on, Oyster and Playroll list visa support as add-ons, and Papaya Global includes immigration services in its EOR plan. Eligibility depends on the country's immigration rules and the employee's circumstances.
How were these EOR platforms selected and compared?
The ten vendors were selected as employer of record providers that publish a starting EOR price and sell to companies hiring employees abroad without an entity. Pricing, terms and features come from each vendor's own pricing or product page, checked on 29 October 2026. No service was purchased or tested, no vendor confirmed its entry, and the order of the list is not a ranking.
