These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.
SAP FUE optimization tools help SAP customers size and reduce their Full Usage Equivalent (FUE) count, the user metric in RISE with SAP and SAP Cloud ERP Private subscriptions. Because the licence type of each user follows the authorizations assigned through roles, not actual use, an untidy role design can inflate the FUE count and the subscription cost. These tools classify roles and users against SAP’s licence rule set, compare authorizations with real usage, and simulate role changes before they reach production.
The market splits four ways. Dedicated FUE tools from Tarento, Skybuffer and Sofos focus on estimation and simulation. HCLTech Mosaic projects FUE inside a RISE services engagement. Xiting XAMS builds licence evaluation into role design. HONICO DLC, USU and VOQUZ Labs cover FUE within broader SAP licence management, and SAP’s own STAR review sets the reference baseline. Only Tarento publishes a full price list. All entries were source-checked on 3 October 2026; the order records research readiness, not product quality or any ranking.
Vendor details and trade-offs
Tarento sells FUE Optimizer Pro as a platform the customer buys and runs rather than rents. The product page states a one-time licence fee with no per-user fees, deployed on SAP BTP, a private cloud or on premises.
The page sets out a six-stage calculation. SAP authorization data is imported by CSV or direct integration and isolated per system. Each authorization object is matched against the FUE rule set. A role takes the most restrictive licence found in any of its authorization rows, a user takes the most restrictive licence across assigned roles, and expired or locked users drop to Not Classified. Tarento publishes the resulting formula, which weights developer, advanced, core and self-service users at 2.0, 1.0, 0.2 and 0.033 FUE.
On top of that engine sit dashboards with historical snapshots, flags for users dormant for 90 or 180 days, unused-role detection, and an AI step that ranks roles for possible downgrades with confidence scores and projected FUE savings, reviewed by a person before any change. Reports export to Excel, CSV and PDF. Tarento states that role misclassification and dormant users typically cause 20 to 60 per cent FUE overspend; that is the vendor's own figure.
Potential strengths
- The only tool on this page with a full published price list, including maintenance and additional landscapes
- Documents its classification logic step by step, from authorization-object rule matching to the final user licence and the FUE formula
Trade-offs

Skybuffer is an SAP partner that builds add-ons on SAP BTP. Its Accelerator for SAM4U Adoption delivers a configured SAM4U environment in the cloud, and the product page positions it as a way for internal authorization teams to manage license consumption without external consultants.
The documented functions centre on simulation. Users can run unlimited what-if scenarios to see how changes to roles and authorizations alter license consumption, and can model a move to FUE licensing for S/4HANA and RISE with SAP, comparing scenarios Skybuffer calls Deep Simulation and Light Simulation. The tool compares manually assigned license types with actual user activity and system authorizations, pointing out users who are over-licensed, such as a Professional User who only needs a Core licence, and users who are under-licensed and an audit risk. After a role change it recalculates consumption immediately. Ownership of the SAM4U instance is transferred by registering it with the customer's SAP license key in SAP for Me.
A September 2025 SAP Community post by a Skybuffer author describes a dashboard with a License Optimization Potential figure and an FUE gap between authorizations and active usage. Skybuffer also published an earlier BTP tool, SAP Landscape Potential Use, in 2022. Pricing is not published.
Potential strengths
- Fully managed cloud environment, so no on-premise installation of the SAM4U tooling is needed
- One-click user lists flag over-licensed and under-licensed users for administrators to act on
Trade-offs
- Built around SAP's SAM4U, so buyers not using that tool get less from the accelerator
- No public price

HCLTech, the India-headquartered IT services company and SAP partner, describes Mosaic as its proprietary license analyzer and predictability tool for RISE with SAP. HCLTech's RISE with SAP page states that Mosaic analyses current SAP usage and automatically translates perpetual licences into RISE with SAP Full Usage Equivalent, so customers can project their total cost of ownership, and that customers can use it after go-live to monitor consumption and forecast demand.
The product brochure page describes Mosaic as a cloud-based, single platform for information on SAP license usage, conversion and re-classification, aimed at optimizing shelfware, and says it evaluates current licences and system consumption across applications and infrastructure. An SAP partner listing names it HCL Mosaic: license assessment for RISE with SAP.
HCLTech's case studies add detail. For an insurance client, the company reports findings on direct access, indirect access, infrastructure sizing and add-on applicability, AI and machine-learning forecasts of user and database growth over five years, a 24 per cent reduction in licence shelfware and a 15 per cent reduction in licence cost. Those are HCLTech's reported outcomes for one client. No price is published.
Potential strengths
- Covers both the pre-contract FUE projection and post-go-live consumption monitoring
- HCLTech case studies describe shelfware, indirect access and infrastructure sizing findings alongside user licensing
Trade-offs
- Presented as a proprietary HCLTech tool, so it is usually part of a services engagement rather than standalone software
- Public material describes outcomes more than the role-level analysis method
- Product reference
- Product documentation
- Billing terms: Not recorded

Organización de Conocimiento SA de CV, trading as SofOS, is a Mexico-based SAP consulting firm. A published SAP case study summary describes it as having about 300 employees, being an SAP partner since 1997 and focusing on digital transformation for Latin American food and consumer goods companies. The product appears in SAP's partner catalogue as R>Architect.
According to that case study, SofOS built R>Architect on SAP BTP to simplify and justify the move from traditional licensing to the FUE cloud model. It is described as a guided, knowledge-base driven tool that automates FUE estimation, analyses roles and authorization objects, and supports clean-core recommendations for the S/4HANA landscape. The same summary reports that early deployments cut average business-case build time by about 60 per cent in one quarter and processed about 2,000 roles a month. Those are reported outcomes, not independently measured figures.
R>Architect suits buyers who want FUE sizing folded into a broader S/4HANA conversion plan with a regional partner. Buyers wanting continuous FUE monitoring after the RISE contract starts should ask how the tool is used once the business case is approved. Pricing is not published.
Potential strengths
- Combines FUE estimation with role and authorization-object analysis in one guided workflow
- Built by an SAP partner with long regional experience in food and consumer goods
Trade-offs
- The FUE function is documented in a case-study summary, not a detailed product page
- Little public information on deployment, reporting or ongoing monitoring after the contract is signed

Xiting, an SAP authorization specialist, sells the Xiting Authorizations Management Suite (XAMS) as an add-on for SAP role design, testing and access management. License analysis is now a stated focus of the product.
Xiting's Service Pack 21 announcement, dated 16 June 2026, says FUE data is now evaluated automatically in the Role Designer and Role Profiler. The Role Designer shows user licences including FUE utilization, calculates licence quotas for roles and menu objects, and displays which objects result in higher-tier licences. A new License Trace evaluates in parallel with simulation whether each user has been assigned the correct licence. In the Role Builder, the Coverage Analyzer shows licence type with colour-coded tiers, and CRAF integration with PFCG helps avoid unintended licence upgrades. Service Pack 20 had added the first analysis functions.
Xiting's license analysis page describes a consulting package that installs XAMS with a temporary usage licence, analyses licences from existing authorization data and from ST03N usage data, and forecasts the S/4HANA licences required. SAP's licence rule set is integrated so licence types are checked during role modelling. Pricing is not published.
Potential strengths
- Licence evaluation happens during role building, before an expensive role reaches production
- License Trace checks whether each user holds the correct licence while role simulation runs
Trade-offs
- FUE integration arrived in a June 2026 service pack, so older XAMS releases lack it
- Best value comes when XAMS is also the role design toolset; licensing alone may be a narrow use

HONICO, an SAP licensing specialist, sells Dynamic License Control (DLC) through Dynamic License Control GmbH in Hamburg. HONICO states that it built the first generation of DLC in 2006, which Flexera acquired in 2009, and that a second generation went to Snow Software in 2014; the current product is a third generation.
In July 2024 HONICO announced that SAP's Integration and Certification Center had certified DLC with RISE with SAP S/4HANA Cloud as an ABAP add-on. HONICO says DLC analyses user behaviour and authorization roles, recommends licence type classification, measures engines, analyses indirect and digital access, and applies automated rules.
A December 2024 HONICO paper on DLC after a RISE move lists FUE as one reason to keep a licence tool, stating that SAP's STAR review does not yet provide the correct licence type for every user. It also lists classification of customer Z and Y authorization objects, role utilization analysis, proactive warnings before a compliance issue, and contract management. In an interview with E3 Magazine, HONICO said DLC puts a price tag on existing roles, shows which authorization objects make a role expensive, simulates role changes before they are implemented, and displays calculated FUE values. Pricing is not published.
Potential strengths
- SAP certified the integration with RISE with SAP S/4HANA Cloud as an ABAP add-on in 2024
- Classifies customer Z and Y authorization objects and transactions rather than defaulting them to the highest-priced type
Trade-offs
- Public material is a mix of product pages, a short PDF and press interviews rather than detailed documentation
- Indirect access, engines and contract management widen scope beyond FUE, which may exceed what an FUE-only project needs
- Product reference
- Product documentation

USU, a German software asset management vendor, sells SAM for SAP Software as its SAP licence management product. USU's product page says the tool reviews SAP roles, permissions and STAR classifications, then enriches them with real usage data to produce a licence baseline before the customer negotiates with SAP. It assigns the best-fitting FUE, retires unused licences and reflects results in SAP LAW reports through a configurable process manager.
USU's RISE with SAP e-book page lists four uses: calculating and reducing the FUE baseline, reconciling authorization-based licensing with actual usage, simulating contract and migration scenarios, and keeping audit readiness across Fiori, Ariba and other products. The e-book states that USU has integrated the STAR rule set so the tool can produce a STAR-like first view, then matches it against usage to improve the result.
Beyond users, the product maps LAW2 engine values to contracts and metrics. USU states that authorization-based licensing can raise licence needs by 50 to 150 per cent and that incorrect engine measurements appear in more than 40 per cent of cases; both are vendor figures. USU also sells licensing advisory and negotiation support. No price is published.
Potential strengths
- Covers FUE alongside engine metrics, LAW2 reconciliation and contract scenarios
- Includes Fiori in its licence rule sets and supports both authorization-based and usage-based licensing
Trade-offs
- A broad SAM product; buyers wanting only an FUE estimate may pay for unused scope
- No public price
- Product reference
- Product documentation

VOQUZ Labs, based near Munich, sells samQ for SAP licence management, alongside setQ for users and authorizations and remQ for control monitoring. Its FUE material centres on two published resources.
A VOQUZ whitepaper on SAP's S/4HANA Trusted Authorization Review (STAR) describes STAR as a predefined model that estimates future user licence needs from existing authorizations, and argues that it often misses optimization potential and can over-estimate requirements. VOQUZ presents samQ License Optimizer for SAP Software as the way to combine STAR with usage-based analysis.
An on-demand VOQUZ webinar addresses customers entering their first SAP Cloud ERP Private renewals. It explains how to check whether Advanced, Functional and Self-Service allocations match actual business need, where wrong mappings create subscription growth, and how quarterly reassessment tracks entitlement distribution over time and links it to financial exposure before renewal. A 2023 VOQUZ advisory brochure, published through SAPinsider, also describes a 30-day samQ add-on that simulates S/4HANA or RISE user licences on an existing ECC system and an evaluation of SAP's FUE calculation. No price is published.
Potential strengths
- Focuses on renewal-stage FUE inflation as well as the initial RISE sizing
- Combines STAR results with usage-based analysis rather than accepting the STAR output as final
Trade-offs
- FUE material sits mainly in a whitepaper and webinar rather than a dedicated product page
- No public price
- Product reference
- Product documentation
- Billing terms: Not recorded
- Source review: checked Oct 3, 2026

SAP S/4HANA Trusted Authorization Review (STAR) and MOON license services
enterprisesupport.sap.com ↗SAP offers its own path to an FUE baseline through the S/4HANA Trusted Authorization Review, known as STAR. SAP's support page describes it as a service in which SAP experts, remotely or on site, help customers simulate and optimize existing and future user licence requirements. SAP uses its Object Analyzer, which links a standard rule set matching existing authorizations to the new S/4HANA licence types.
The process runs in four steps. The customer submits a request form, implements a simulation report through an SAP Note, runs the report and shares results with SAP, and SAP then returns an evaluation report documenting parameters and scenarios. A January 2024 practitioner blog identifies the report as SLIM_USER_CLF_HELP_F01 from SAP Note 3113382 for Basis releases 702 to 758, with SAP Note 3308470 for older releases, and describes the STAR service as free.
The same SAP page lists MOON services from SAP Security Consulting. MOON License Analysis combines a transactional licence simulation within days and a trace-based authorization analysis at object level after four to six weeks of tracing. MOON License QuickFix adapts existing roles for quick gains, and MOON License Service redesigns the authorization concept. Third-party vendors on this page position their tools as a check on STAR output before it is submitted.
Potential strengths
- Uses the rule set SAP itself applies, which gives a shared reference point for the negotiation
- MOON License Analysis adds a trace-based object-level check over four to six weeks
Trade-offs
- Results are shared with SAP, the counterparty in the licence negotiation
- SAP describes the simulation report output as a rough estimate based on existing role assignments

- Product documentation
- Billing terms: Not recorded

Frequently asked questions
What is an SAP FUE?
A Full Usage Equivalent (FUE) is the user metric in RISE with SAP subscriptions for S/4HANA Cloud Private Edition. Instead of buying named users of each type, the customer buys a pool of FUEs and each user consumes a weighted share. Published weightings count one advanced user as 1 FUE, five core users as 1 FUE, thirty self-service users as 1 FUE, and a developer as 2 FUE. The licence type is set by the authorizations a user holds, not by what the user actually does.
Why do FUE counts often come out higher than expected?
Because S/4HANA licensing under RISE is based on assigned authorizations, a single expensive authorization object in a role can push every user with that role into a higher tier. Old ECC roles were rarely designed with this in mind, and dormant or locked users may still be counted. USU states that authorization-based licensing can raise licence needs by 50 to 150 per cent, and Tarento cites 20 to 60 per cent overspend from role misclassification; both are vendor estimates.
What is the SAP STAR review and is it enough on its own?
STAR is SAP's S/4HANA Trusted Authorization Review. SAP's Object Analyzer applies a standard rule set that maps existing authorizations to S/4HANA licence types, and SAP returns an evaluation report. SAP describes the underlying simulation report as an estimate. VOQUZ, USU and HONICO all argue that STAR output should be checked against actual usage and role remediation before it is relied on, since the results are shared with SAP during the commercial process.
How much do SAP FUE optimization tools cost?
Only Tarento publishes a full price list: EUR 12,000 one-time for the platform, including the first system landscape, EUR 5,000 a year maintenance per landscape and EUR 2,500 a year per additional system, excluding tax. SAP's STAR service page states no fee, and a practitioner blog describes STAR as free. HCLTech, Skybuffer, Sofos, Xiting, HONICO, USU and VOQUZ Labs quote per engagement or licence.
Can FUE consumption be reduced after a RISE contract is signed?
The contracted FUE entitlement is usually fixed for the term, but consumption can still be reduced by cleaning up users and remediating roles. Lower consumption creates headroom to add users without buying more FUEs and gives evidence for the next renewal. VOQUZ Labs focuses on quarterly reassessment before renewal, HCLTech Mosaic monitors consumption after go-live, and HONICO DLC issues warnings before a compliance issue occurs.
Should FUE analysis happen before or during role redesign?
Ideally both. A baseline before the RISE negotiation shows the size of the gap. Tools that evaluate licence impact during role building, such as Xiting XAMS with FUE in Role Designer and Role Builder, help keep new roles from drifting back into expensive tiers. Simulation tools from Tarento, Skybuffer and HONICO let teams test role changes and see the FUE effect before changes reach production.
Which tools here also cover engines, indirect access and other SAP licence metrics?
USU SAM for SAP Software maps LAW2 engine values to contracts and reconciles LAW reports. HONICO DLC measures engines and analyses indirect and digital access. HCLTech's case studies describe indirect access and infrastructure sizing findings. Tarento, Skybuffer, Sofos and Xiting focus on user licences and roles. Buyers whose audit exposure is mainly engines or digital access should weigh broader SAM products more heavily.
