These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.
Requirements management software gives engineering teams a controlled place to write, review, link and baseline requirements, then trace each one through design, implementation and verification. Buyers are typically systems engineers, quality and regulatory teams, and product leads in automotive, aerospace and defence, medical devices, semiconductors, rail and industrial equipment, where standards such as ISO 26262, DO-178C and IEC 62304 demand documented traceability. User story mapping and general project management tools address backlog planning rather than formal specifications, and are covered on separate pages.
The comparison below covers nine products: four enterprise platforms with long histories in regulated engineering, two ALM-oriented tools that combine requirements with test, risk or issue management, an Azure DevOps-native add-on, an MBSE tool for defence and government, and a Git-based desktop tool for smaller teams. Pricing comes from each vendor’s public pricing or product page, checked on 12 October 2026. Eight vendors price by quote; ReqView publishes list prices in euros.

Polarion REQUIREMENTS is the requirements edition of Siemens' Polarion ALM platform. Siemens describes it as a way to gather, author, approve and manage requirements for complex systems, and positions it as an entry point: teams can later add Polarion test management or enterprise ALM by adding licences, with nothing new to install or integrate.
The central feature is Polarion LiveDocs, online structured specification documents in which every paragraph is uniquely identifiable and traceable. Specifications are exposed to other ALM stakeholders for review, approval and development. A rule-based import wizard recognises requirements and test cases in Word or Excel files, offline export allows edits outside Polarion to be brought back, and built-in ReqIF supports lossless exchange with customers and suppliers. Stakeholders can be required to sign documents electronically before release.
Siemens also highlights reuse and branching, letting teams share regulatory requirements across projects as derived documents and branch specifications for product line development. The platform is fully browser-based, supports granular permissions, workflow rules with audit trails, a historical time machine view and native clustering. Siemens states it handles hundreds of projects and millions of requirements, and lists connectors for MATLAB Simulink and Azure DevOps alongside open APIs.
Potential strengths
- Built-in ReqIF exchange with customers and suppliers, plus a rule-based Word and Excel import wizard
- Electronic signatures and workflow rules with full audit trails
Trade-offs

Codebeamer is PTC's application lifecycle management platform. PTC describes it as ALM extended with product line configuration capabilities and configurable digital workflows for collaborative development and regulatory compliance, connected to other PTC products as part of an engineering digital thread.
Requirements and traceability management is one of six capability areas PTC lists. It covers identifying, managing and tracking requirements, epics and user stories across the engineering lifecycle. The other areas are software risk and compliance management, test and quality management, product variability management, DevOps and release orchestration, and software development with traceability from requirements through code, testing and release. PTC also lists Agile planning boards and integrations with version control, CI/CD and test automation tools.
Product line engineering is the distinguishing angle. Codebeamer is built to unify requirements, design, tests, software and traces across a system-of-systems environment, so that a variant for a new market reuses existing artefacts instead of copying them. Out-of-the-box templates help teams start with predefined processes. PTC has released Codebeamer AI to generate and improve requirements and tests, sold separately from the core licence, and states it is designed for regulated industries.
Potential strengths
- Requirements, software risk and test management in one browser-based platform
- Predefined templates to standardise processes and speed adoption
Trade-offs
- No public pricing
- Generative AI features cost extra as the Codebeamer AI add-on

Modern Requirements4DevOps is a requirements management add-on built natively for Microsoft Azure DevOps. Rather than storing requirements in a separate repository, it works on Azure DevOps work items and adds document authoring, reviews, baselines, version packages, traceability and reporting. The latest generation runs on Azure App Service, and the vendor reports performance improvements against its 2025 release for file opening, comparisons, reports and traceability generation.
The product is organised into modules. Smart Docs gives document-style authoring and a hierarchy view of large specifications. The traceability module offers intersection and horizontal matrices with tree views, heatmaps and an analytics tab to show coverage gaps. Reviews support threaded comments and scheduled automatic closure, with a dedicated administrator account for compliance and governance. Version and variant comparison shows added, removed and updated work items side by side.

Frequently asked questions
What is requirements management software?
Requirements management software stores product requirements as structured, uniquely identified items rather than text in Word or Excel files. It links each requirement to its source, design, tests and defects, records reviews, approvals and baselines, and analyses the impact of changes. The resulting traceability lets engineering teams show auditors and customers that every requirement was implemented and verified.
How much does requirements management software cost?
Eight of the nine vendors on this page quote prices. ReqView is the exception, with a free plan, PRO at €440 per user per year, TEAM at €600 per user per year and floating ENTERPRISE licences at €1,800 per client per year with a three-client minimum. Enterprise platforms such as Jama Connect, IBM DOORS, Polarion and Codebeamer license by user role, named or floating seats, or usage, so quotes depend on headcount by role.
How is requirements management software different from user story mapping or project management tools?
User story mapping and project management tools organise backlogs, tasks and releases. Requirements management software focuses on formal specifications, traceability from requirement to verification, baselines, electronic signatures and audit evidence for standards such as ISO 26262, DO-178C or IEC 62304. Teams in regulated engineering often use both, linking a requirements platform to Jira or Azure DevOps for delivery work.
Which tools support safety and regulatory standards?
Jama Connect lists frameworks for ISO 26262, ASPICE, DO-178C, DO-254, ISO 13485, ISO 14971 and FDA 21 CFR Part 11. Visure names DO-178C, ISO 26262, IEC 62304 and others and sells a tool qualification package. IBM names ASPICE, ISO 26262 and DO-178C, and Perforce states that Perforce ALM is ISO 26262 certified. Buyers should ask for standard-specific templates and qualification evidence.
Is IBM DOORS still sold?
Yes. IBM's requirements management page offers both DOORS, the long-established product with module-based specifications, and DOORS Next, the web-based option. Both sit within IBM Engineering Lifecycle Management, which is sold as single-tenant SaaS or as perpetual on-premises licences. Several vendors on this page, including Jama Software and Visure, publish DOORS comparison or integration material.
Can requirements be managed inside Jira or Azure DevOps?
Partly. Modern Requirements4DevOps runs inside Azure DevOps and adds document authoring, reviews, baselines and traceability to native work items. ReqView TEAM, Visure, Perforce ALM and Polarion integrate with Jira or Azure DevOps rather than replacing them. Organisations with formal compliance obligations usually keep a dedicated requirements repository and synchronise delivery items to the developer tool.
What is ReqIF and why does it matter?
ReqIF, the Requirements Interchange Format, is an open standard for exchanging requirements between tools and organisations without losing structure or attributes. It matters in supply chains such as automotive, where manufacturers and suppliers use different tools. Polarion lists built-in ReqIF exchange, Visure lists a ReqIF integration, and ReqView supports ReqIF import and export.
