Best Incident Management Software (2026): Top 10 Compared
Incident management software, in the IT operations sense used on this page, takes alerts from monitoring tools, pages the engineer on call, opens a coordinated response in chat and records what happened for a post-incident review. The ten products below fall into three groups. PagerDuty, Splunk On-Call, SolarWinds Incident Response and xMatters started as alerting and on-call platforms and added response workflows. incident.io, Rootly and FireHydrant started as chat-based incident response tools and added their own on-call scheduling. Jira Service Management, Grafana Cloud IRM and Better Stack bundle incident response into a wider service desk, observability or monitoring platform.

Incident management software helps engineering and IT operations teams respond when a service breaks. It takes alerts from monitoring tools, pages the person on call, escalates when nobody acknowledges, runs the response in chat or a web console and records a timeline for the post-incident review. This page covers the IT and software meaning of the term. Workplace safety and EHS incident reporting tools are a different category and are not included.
The comparison below covers ten products. Pricing comes from each vendor’s own pricing page, checked on 11 October 2026. Nine publish a paid price, and xMatters publishes only its free tier. Several vendors have changed hands or names: Squadcast is now SolarWinds Incident Response, FireHydrant belongs to Freshworks, and Opsgenie is being folded into Jira Service Management ahead of its April 2027 shutdown.
Vendor details and trade-offs
PagerDuty is a public company whose on-call and alerting service is one of the longest-established products in this category. Monitoring tools send events to PagerDuty, which deduplicates them, routes them to a service and notifies the person on call through push, email, SMS or phone, escalating if nobody acknowledges.
The pricing page now presents two product lines. Incident Management keeps a free plan and a per-user Professional plan with Slack and Microsoft Teams chat, post-incident reviews, a 250-subscriber external status page and one incident workflow. The PD Reliability Platform, described by PagerDuty as its new flagship, adds incident priority, custom fields, round-robin scheduling, operational reviews, AI-generated post-incident reviews and advanced ITSM connectors for tools such as ServiceNow and Salesforce. Seats on those tiers include stakeholder licenses and are counted from the highest use in the previous month.
An MCP integration and full API are available for teams connecting agents or internal tooling.

incident.io runs incident response from Slack or Microsoft Teams. Declaring an incident creates a channel, assigns roles and starts a timeline that later feeds the post-mortem.
Plans scale by custom fields, incident types, response policies and insight dashboards. On-call features include alert routing and grouping, schedules with shadow rotations and holiday calendars, cover requests, WhatsApp escalations, live call routing numbers and phone trees on higher plans, plus a compensation calculator for on-call pay.
Enterprise adds a dedicated customer success manager, multiple environments, advanced access control and a 99.99% uptime SLA. Status pages with unlimited subscribers are included on every plan.

Splunk On-Call began as VictorOps, which Splunk acquired in 2018; the product still uses a portal.victorops.com address. Splunk itself has been part of Cisco since 2024, and Splunk documents On-Call within Splunk Observability Cloud.
The product automates scheduling and escalation policies, including rotations and overrides, and sends metadata-rich notifications to native iOS and Android apps where responders can acknowledge, reroute, resolve or snooze alerts. It can automate escalations, war rooms and post-incident reviews, and adds runbooks, articles and dashboards to incidents. Reports cover incident frequency, mean time to acknowledge, mean time to resolve and post-incident reviews.
Splunk lists 100+ IT service management integrations. Buyers already using Splunk's observability or log products have the most direct path to adoption.
Potential strengths
- Lowest published per-user starting figure on this page

Grafana Cloud IRM is Grafana Labs' incident response and management product. It combines on-call scheduling, alert routing and incident response in one tool inside a Grafana Cloud stack.
Notifications reach responders through the iOS and Android app, Slack, Microsoft Teams, Telegram, SMS, phone calls and email, with multi-step escalation chains and templates. Schedules can be configured in IRM, in Terraform or through iCal import, and engineers can plan overrides, request shift swaps and sync with Google Calendar. Incidents keep a timeline of actions and decisions that converts into a post-incident review.
Integrations cover ITSM and engineering tools including Jira, ServiceNow and GitHub. Grafana states that the bill grows only when engineers actually use IRM in a month.
Potential strengths
- Free tier and active-user billing keep costs low for occasional responders
- Schedules can be managed in Terraform or imported from iCal
Trade-offs
- Best value assumes the team uses Grafana Cloud for observability
- Enterprise requires a $25,000 annual commit

Incident roles, a catalog for business metadata, bulk acknowledgement and one-click reporting with data export are included.
Status pages can run on a custom subdomain with email subscriptions and response time charts. The AI SRE draws on an eBPF-based service map and log analysis and connects to existing LLM workflows through an MCP server.
Potential strengths
- Free monitoring tier and unlimited phone and SMS alerts on paid responders

Frequently asked questions
What is incident management software?
In IT and software operations, incident management software receives alerts from monitoring tools, notifies the engineer on call, escalates if nobody responds and coordinates the response through chat channels, roles, status updates and timelines. After the incident, it helps the team write a post-incident review and track follow-up actions. Most products also publish status pages for customers or internal stakeholders.
Is this the same as EHS or workplace incident reporting software?
No. Environment, health and safety (EHS) incident reporting tools record workplace injuries, near misses and safety events for compliance and investigation. The products on this page handle IT and software incidents such as outages, failed deployments and degraded services. Buyers looking for safety incident reporting should look at EHS software, which is a separate category.
How much does incident management software cost?
Per-user prices on this page start at $5 for Splunk On-Call and $15 for SolarWinds Incident Response, both billed annually. PagerDuty Professional is $21 annually, Rootly $20 per product, FireHydrant Pro $25, and Better Stack $29 per responder annually. Grafana Cloud IRM charges $20 per active user after three included. Free plans exist at PagerDuty, incident.io, FireHydrant, Jira Service Management, Grafana Cloud IRM, Better Stack and xMatters.
What is the difference between on-call management and incident response?
On-call management decides who gets paged, when and how, through schedules, rotations, escalation policies and notification rules. Incident response covers what happens after the page: declaring an incident, opening a channel, assigning roles, updating stakeholders and writing the review. Some vendors bundle both, while incident.io and Rootly price on-call separately.
What happens to Opsgenie?
Atlassian ended sales of Opsgenie on 4 June 2025. Existing customers can keep using it and add seats until 5 April 2027, when Atlassian states it will shut down and delete unmigrated data. Its alerting and on-call features are now available in Jira Service Management. Opsgenie is therefore not listed as a separate entry on this page.
Which tools work inside Slack or Microsoft Teams?
incident.io and Rootly are built around chat, and Rootly also supports Google Chat. FireHydrant includes a Slack and Teams chatbot on every plan, PagerDuty includes basic chat on Professional, and Better Stack sells channel-based Slack and Teams workflows as a $9 add-on. Grafana Cloud IRM and Splunk On-Call send notifications to chat tools as well.
Have any incident management vendors been acquired or renamed?
Yes. Squadcast is now sold as SolarWinds Incident Response, and the old Squadcast pricing address redirects to SolarWinds. Freshworks completed its acquisition of FireHydrant on 1 January 2026. VictorOps has been Splunk On-Call since Splunk acquired it, and Splunk is part of Cisco. xMatters is owned by Everbridge.
How was this comparison compiled?
