Best Expense Management Software (2026): Top 10 Compared
The ten products below handle employee expenses from receipt to reimbursement: capture, policy checks, approvals, card reconciliation, mileage and per diems, and export to accounting. Three groups appear. Per-user expense tools (Expensify, Zoho Expense, Rydoo, Sage Expense Management and Webexpenses) publish plan prices and work with the cards a company already holds. Travel and expense suites (SAP Concur, ITILITE and Happay) combine expense reports with corporate travel booking. BILL Spend & Expense pairs free software with its own corporate card, and ExpensePoint quotes a tailored plan for organisations of 25 users or more. Corporate card platforms such as Ramp, Brex and Spendesk sit on StatWharf's spend management comparison and are not repeated here. Seven vendors publish prices, and SAP Concur, Happay and ExpensePoint quote after a sales conversation.

Expense management software replaces paper receipts and spreadsheets for employee spending. Employees photograph or forward receipts, the system reads them, checks each claim against the company’s policy and routes it for approval. Finance teams match card transactions, pay reimbursements and export coded expenses to the accounting system. Most products also track mileage and per diems.
The market splits into per-user expense tools that work with existing cards, travel and expense suites that add corporate booking, and card programs that give the software away in exchange for card spend. Prices differ in what they count: members, active users, reports, trips or card usage. This comparison covers ten products across those groups, with pricing read from each vendor’s own pages.
For booking and travel policy, see the comparison of travel management software.

Expensify is expense management software that creates, submits, approves and reimburses expenses and syncs reports to accounting. Frequently asked questions
What is expense management software?
Expense management software handles employee spending from receipt to reimbursement. It captures receipts, applies spending policies, routes reports for approval, matches card transactions, tracks mileage and per diems, reimburses employees and exports the data to accounting. Many products add corporate cards and travel booking.
How is expense management different from spend management software?
The two overlap. Expense management starts from employee claims and reimbursement and often works with cards a company already holds. Spend management platforms usually start from their own corporate cards and add bill pay and procurement. StatWharf compares Ramp, Brex, Spendesk and similar card-first platforms on a separate spend management page.
How much does expense management software cost?
As of September 2026, published prices on this page range from $0 for BILL Spend & Expense and Zoho Expense's free plan for up to three users, to $14.99 per active user a month on Sage Expense Management Business. Expensify Control costs $36 per member a month on pay-per-use. SAP Concur, Happay and ExpensePoint quote after a sales conversation.
Which expense tools bill only for active users?
Sage Expense Management bills active users who create an expense or have a card transaction in the month, and ITILITE bills active users for its expense module. Expensify Collect bills every unique member, and Control bills a committed subscription size. Rydoo's Business and Enterprise plans are sized by active users.
Can expense software work with existing corporate cards?
Yes, for most products here. Expensify, Sage Expense Management, Zoho Expense, Rydoo, Webexpenses and ITILITE document feeds or matching for existing cards. BILL Spend & Expense runs on the BILL Divvy Card, and Expensify lowers Control pricing when spend moves to the Expensify Card.
Which products include travel booking?
SAP Concur connects Concur Expense with Concur Travel, ITILITE sells travel per trip, Happay offers a self-booking tool, Zoho Expense Premium includes self-booking and a travel desk, and Expensify books flights, hotels, cars and rail in its app. BILL Spend & Expense also lists travel management.
What should multinational companies look for?
Multi-currency support, local tax and per diem rules, and certified paperless receipt storage. Rydoo documents multi-country certified paperless expensing and per diems for more than 15 countries. Zoho Expense Premium and Sage Expense Management Business document multi-entity or multi-currency setups, and Happay handles GST in India.
How was this list compiled?
StatWharf Editorial selected vendors that document expense management software on their own sites and read each vendor's product and pricing pages in September 2026. Card-first spend platforms already on StatWharf's spend management page were left to that page. No product was tested hands-on, and no vendor confirmed its entry.
