These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.

Earned value management software measures project performance by comparing three figures: the budgeted value of work planned, the budgeted value of work actually completed and the actual cost of that work. From these it calculates cost and schedule variances, performance indices and estimates at completion. US government contractors use it to run an earned value management system aligned with the EIA-748 guidelines and to send monthly data to the Department of Defense, NASA or the Department of Energy. Owners and contractors on capital projects use the same method to spot overruns early.

The market splits three ways. Deltek Cobra and EVMS forProject are dedicated cost engines for government contractors, and Empower analyses the data those engines produce. Contruent, Octave Sequence Enterprise, Oracle Primavera Unifier and InEight serve capital construction, energy and infrastructure. Planisware, Cora and Safran Project build earned value into wider portfolio or scheduling products. Schedule-only analysis tools are not covered.

The comparison covers ten products. Details come from each vendor’s public product, documentation and pricing pages, checked on 14 October 2026.

Feature to evaluateAutomated compliance reporting with validation for DCMA, CAS and EIA-748 and a baseline audit log

Deltek Cobra is earned value management software from Deltek, which sells project-based business software to government contractors and other project-driven firms. Deltek describes Cobra as a combined earned value and cost management tool for complex, compliance-driven projects, and states that nine of the top ten US Department of Defense contractors rely on it for EVM. That is a vendor claim.

Cobra holds the control account structure, budgets, rates and baselines. It imports cost actuals, schedule data and resource assignments from ERP and scheduling tools, then calculates earned value and cost and schedule variances. Forecasting features apply historical performance trends to model rate changes, scope changes and resource moves before they are committed, producing estimates at completion. Deltek's assistant, Dela, scores variance narratives for clarity, completeness and compliance.

Compliance reporting is the core use case. Deltek lists built-in validation for DCMA, CAS and EIA-748, a baseline audit log that traces every budget change and rate adjustment, and output in IPMDAR (CPD and SPD) and DOE PARS formats. Deltek positions Cobra as the cost engine in a wider suite: wInsight Analytics adds dashboards and portfolio reporting, PM Compass manages change control across schedule and cost, and Open Plan and Acumen cover scheduling and schedule quality.

Potential strengths

  • Purpose-built EVM cost engine with IPMDAR CPD and SPD and DOE PARS output
  • Pairs with Deltek wInsight Analytics, PM Compass, Open Plan and Acumen in one suite

Trade-offs

  • No published pricing
  • Analysis dashboards and portfolio views sit in separate Deltek products

Empower is a browser-based analysis tool from Encore Analytics that combines earned value, schedule, work authorisation and other performance data in one interface. Encore lists customers including NASA, the Department of Energy, the Missile Defense Agency, several national laboratories and large defence primes, and the Defense Acquisition University uses Empower in its EVM 202 training material.

Empower does not replace the cost engine. It imports data files from tools such as Deltek Cobra, EVMS forProject or spreadsheets, supporting DoD IPMDAR JSON (CPD and SPD), Department of Energy CPP JSON, UN/CEFACT IPMR, ANSI X12 839, Excel and wInsight files. It can load files automatically from a folder or FTP site and generates CPR and IPMR outputs.

Analysis features include sort windows for finding problem control accounts, drill-down views by WBS, OBS and integrated product team, Gantt views and a rule-based engine that flags data quality issues as data quality indicators. Encore also lists DoD DECM and DOE data-driven metrics for audit preparation. A narrative workflow identifies out-of-tolerance accounts, supports internal variance analyses and the IPMR Format 5 submission, and emails managers their pending actions. Empower runs on a server behind the customer's firewall or on hosted cloud servers, with optional generative AI features that are disabled by default.

Potential strengths

  • Imports IPMDAR JSON, DOE CPP JSON, UN/CEFACT IPMR, ANSI X12 839 and wInsight formats
  • Integrated cost and schedule view for writing variance narratives

Trade-offs

  • An analysis layer, so a separate EVM cost engine is still required

EVMS forProject

specialistforproject.com ↗
Consider forGovernment contractors and project teams that keep schedules in Microsoft Project, Project Server or Primavera P6 and want earned value, IPMDAR and DOE PARS reporting without changing schedulers, as forProject's product page describes
Pricing notesforProject does not publish EVMS forProject prices. Its FAQ states that no trial is offered because it is a server-based system; Schedule Analyzer forProject has a free trial (checked Oct 2026)
Feature to evaluateContract and schedule performance datasets generated together so they match

EVMS forProject is an earned value management application from forProject, a company that also sells add-ons for Microsoft Project and Primavera P6, including Schedule Analyzer forProject. The company's brochure describes it as enterprise-class EVM software covering planning, budgeting, earned value, actual costs, forecasting, variance analysis, change management and financial reporting, designed to support the EIA-748 guidelines.

Its main difference is the schedule link. Rather than asking teams to re-enter the schedule, EVMS forProject reads it directly from Microsoft Project, Project Server or Primavera P6 EPPM through web services, using configurable import maps and a review step that shows changes since the last import. Actual costs come from finance systems such as Costpoint, Unanet, SAP and Oracle through Excel or flat files, or through the optional Integrator forProject.

Reporting covers IPMDAR Contract and Schedule Performance Datasets in JSON, produced together in one run, IPMR in UN/CEFACT XML for older contracts, and all 22 DOE PARS CPP datasets with schedule data from P6. The vendor lists more than 20 built-in reports, IPMR Formats 1 to 5, Excel export and a data warehouse for Power BI. An optimised export sends combined cost and schedule data to Encore Empower. forProject says US-based support responds within one business day.

Potential strengths

  • Reads schedules directly from Microsoft Project, Project Server and P6 EPPM
  • Scales from simple earned value to formal EIA-748 reporting

Trade-offs

  • No trial of the EVM product itself
  • Actual costs come through Excel or flat-file import unless the optional Integrator product is added

Contruent Enterprise

enterprisecontruent.com ↗
Consider forOwners and engineering and construction firms delivering large capital programmes that need earned value inside a full cost management system, as Contruent's EVM and about pages describe
Pricing notesContruent does not publish licence prices. It states that implementations are fixed-fee with go-lives in under four months, and buyers request a demo (checked Oct 2026)
Feature to evaluateCost, accounting and schedule integration tied to WBS and OBS control accounts

Contruent is the new name of ARES PRISM, a project controls vendor founded in 1994 and headquartered in Naperville, Illinois. The company says it operates in more than 26 countries and relaunched as a cloud platform in 2021. Its customers are owners and engineering and construction firms in mining, oil and gas, transportation, utilities and infrastructure.

Contruent Enterprise describes itself as a full-featured, ANSI EIA-748-compliant earned value management system, aligned with the 32 guidelines of EIA-748-C. Earned value runs on what the vendor calls cost, accounting and schedule integration. Control accounts are tied to work and organisational breakdown structures, budgets are time-phased against a schedule from Primavera P6 or Microsoft Project, and the system reports CPI, SPI, cost and schedule variances and estimates at completion with current, historical and forecast views.

Earned value is one module in a wider lifecycle cost platform that covers estimating, procurement, contracting, change orders and forecasting. Contruent lists more than 200 prebuilt dashboards and reports, prebuilt connectors for ERP, scheduling and finance systems and mobile collaboration for field teams. The company also stresses deployment speed, citing fixed-fee go-lives in under four months and a vendor figure of up to 85% less project setup time.

Potential strengths

  • States alignment with the 32 EIA-748-C guidelines

Octave Sequence Enterprise

enterpriseoctave.com ↗
Consider forOwner-operators and engineering, procurement and construction firms that manage large capital programmes and want earned value inside a portfolio and project controls platform, as Octave's Sequence Enterprise pages describe
Pricing notesOctave does not publish Sequence Enterprise prices; buyers contact sales (checked Oct 2026)
Feature to evaluateFour independent estimate at completion calculations and configurable variance thresholds

Sequence Enterprise is the new name for EcoSys, an enterprise project performance platform that began as a standalone company and was later acquired by Hexagon. Hexagon spun off its Asset Lifecycle Intelligence business and other units as Octave, a separately listed company, with the distribution completed on 28 May 2026. Octave renamed EcoSys as Sequence Enterprise and says the product, team and functionality are unchanged. Some Hexagon pages still use the EcoSys name.

Octave describes earned value as embedded in the platform. Teams set cost, schedule and scope baselines, combine progress with cost and schedule data to calculate planned value, earned value and actual cost, and use CPI, SPI and variance analysis to update forecasts. Progress can be imported from several formats or entered directly with approval workflows, and best-practice measurement techniques can be applied by WBS element.

The vendor promotes "right-sized EVM". Its material describes organisations that use the same system for full EIA-748 compliance on large government or cost-plus contracts and for simpler CPI and SPI tracking on smaller fixed-price work. Hexagon's EVM page lists support for EIA-748 control accounts, WBS and OBS, and automated IPMDAR, C/SSR and CFSR reports. Sequence Enterprise also covers portfolio management, change management, resource planning and risk.

Potential strengths

  • Supports both formal EIA-748 programmes and lighter right-sized EVM

Oracle Primavera Unifier

enterpriseoracle.com ↗
Consider forCapital project owners and contractors that already plan in Primavera P6 EPPM and want earned value alongside budgets, contracts and change management, as Oracle's Unifier EVM solution brief describes
Pricing notesOracle does not publish Primavera Unifier prices on the product page or EVM solution brief; buyers contact Oracle. The Unifier Accelerator configuration is offered at no extra cost (checked Oct 2026)
Feature to evaluateMultiple P6 projects consolidated into one Unifier activity sheet with escalating rate sheets

Primavera Unifier is Oracle's project controls and asset management platform for capital projects, sold by Oracle Construction and Engineering alongside the Primavera P6 scheduling product. Unifier covers capital planning, budgets, funding, contracts, procurement, change management and facilities management, and runs on Oracle Cloud Infrastructure. Oracle also offers Unifier Accelerator, a no-cost base configuration with more than 125 business processes and more than 250 dashboards and reports.

Oracle's earned value capability is a preconfigured integration between Unifier and Primavera P6 EPPM. According to Oracle's EVM solution brief, teams import one or more P6 projects into a single Unifier activity sheet, bringing in resource spreads and progress. Rate sheets by resource and role, with escalation and direct and indirect splits, can be set at company or project level and assigned to specific P6 baselines. The EVM module then displays standard dashboards with historical trending.

Oracle states that the P6 and Unifier integration enables reporting that demonstrates EIA-748-B compliance. Construction-focused buyers may already know Primavera P6 as a scheduling tool. Earned value in Oracle's stack comes from combining the two products rather than from P6 alone, so buyers should scope both licences. Unifier also includes AI features for summarising business processes and workflows.

Potential strengths

  • Direct link to Primavera P6 EPPM schedules and resources
  • Supports 12 languages and 183 currencies

Trade-offs

  • EVM depends on running both Primavera P6 and Primavera Unifier

Planisware sells project and portfolio management platforms. Planisware Enterprise is its configurable product for large organisations, and the company says about 600 organisations use Planisware. Planisware Enterprise includes a Gantt engine, PERT diagrams and WBS construction, with earned value and stage-gate methods supported.

Planisware's EVM material describes a live performance measurement baseline held at control account and work package level, configurable earning rules for each work package type, and real-time calculation of BCWP, ACWP, CPI, SPI and variance metrics. Integrated baseline change control keeps an audit trail of baseline revisions. For construction cost control, commitments such as subcontracts and purchase orders are tracked through approval and flow into the forecast at completion, and change management carries scope variations into the baseline once approved.

A Planisware demo video shows earned value used together with agile metrics, including rolling up hybrid programmes that mix agile and traditional work. The vendor's main argument is that programme-level EVM connects to portfolio investment decisions in the same platform. Planisware cites its positions in Gartner and Forrester reports. Planisware also sells Orchestra, a lighter product, but the earned value material checked refers to its enterprise platform.

Potential strengths

  • Configurable earning rules including 0/100, 50/50, milestone-weighted and percent complete
  • Includes its own Gantt, PERT and WBS scheduling engine

Trade-offs

  • A broad portfolio platform, which is more than a team needing only EVM reporting may want

Cora PPM (GovCon)

mid-marketcorasystems.com ↗
Consider forGovernment contractors and compliance-driven engineering firms that want earned value embedded in project and portfolio management, as Cora's EVM and GovCon pages describe
Pricing notesNo public pricing; Cora's EVM page offers a demo request and lists no prices (checked Oct 2026)
Feature to evaluateEVM-compliant baseline change control that models changes before they go live

Cora is a project and portfolio management platform from Cora Systems. Its GovCon offering is aimed at government contractors and compliance-driven companies and adds earned value management and advanced controls to the core PPM product, which also covers resource management, risk, an integrated master schedule and portfolio reporting.

Cora's EVM page says the platform supports all the earned value techniques described in the DoD Earned Value Management System Interpretation Guide and the NDIA EIA-748-D intent guide. The system applies the chosen technique to calculate earned value percent complete and shows it in the Gantt chart. Control account managers work in a combined scheduling and cost workbench, comparing actual costs with budgeted and planned spend.

Estimates at completion draw on financial data integrated from ERP systems and can include risk and uncertainty factors. Baseline change control lets teams model a change and its schedule, cost and resource impact before approving it into the live project. Variance reporting covers schedule variance, cost variance and variance at completion. The DCMA 14-point schedule health check runs directly against the Gantt, with results recorded on a dedicated audit page. Cora reports customer outcomes on its site, which are vendor figures.

Potential strengths

  • Supports all earned value techniques in the DoD EVMSIG and NDIA EIA-748-D intent guide
  • DCMA 14-point schedule check runs against the Gantt and logs results

Trade-offs

  • Government contract reporting formats such as IPMDAR are not named on the EVM page checked
  • No published pricing

Safran Project

mid-marketsafran.com ↗
Consider forProject controls teams on complex capital projects, historically in oil and gas, that want planning, scheduling and earned value performance measurement in one product, as Safran's documentation describes
Pricing notesSafran does not publish Safran Project prices; the site offers a consultation booking (checked Oct 2026)
Feature to evaluatePairs with Safran Risk for Monte Carlo schedule risk analysis on the same schedules

Safran Project is a planning, scheduling and project control product from Safran Software Solutions, based in Stavanger, Norway, and founded in 1997 to serve the oil and gas industry. The company is not related to the French aerospace group of the same name. Safran became part of JDM Technology Group in 2021. Its other products include Safran Risk for Monte Carlo schedule risk analysis, Safran Risk Manager and Safran Planner.

Safran's documentation says earned value performance measurement is central to Safran Project. Because scheduling and earned value live in the same product, planners assign an earned value method to each activity in the bar chart editor. The documented methods include planning package, 0/100, 20/80, 50/50, X/Y, apportioned effort, several milestone weighting options, equal and unequal units complete and an always-on-schedule option for level-of-effort work. Earned value is calculated when the status update runs.

Safran Project reports cost and schedule variance, CPI and SPI, periodic and cumulative values and variance thresholds, with index charts and bull's-eye charts. The documentation explains EVMS concepts and the ANSI/EIA standard but does not describe government data formats such as IPMDAR. Teams that need quantitative schedule risk can run Safran Risk on the same schedules.

Potential strengths

  • Thirteen earned value methods assignable per activity in the bar chart editor
  • Imports and exports Primavera P6 XER and Microsoft Project XML through Safran Risk

Trade-offs

  • Government reporting formats are not described in the documentation checked
  • No published pricing

InEight Project Controls

enterpriseineight.com ↗
Consider forCapital construction contractors and owners that want earned value tied to field progress, budgets and forecasts, as InEight's EVM and Project Controls pages describe
Pricing notesInEight does not publish prices. It states that its pricing model is configurable and that customers can start with individual products (checked Oct 2026)
Feature to evaluateShared earned value data that both contractor and owner can review

InEight is a construction project controls software company and a wholly owned subsidiary of Kiewit, the North American construction and engineering firm. Its roots go back to Hard Dollar, an estimating software company founded in 1989 that Kiewit acquired. InEight says more than 750 customers and 300,000 users rely on its platform. These are vendor figures.

Earned value is built into InEight Project Controls, sold under the Control product name in InEight's documentation. Teams set up a budget and time-phase planned value with predefined cost curves. Field teams claim installed quantities in InEight Plan and Progress or bring quantities, hours and costs into Control. Earned value is then calculated from those claimed quantities rather than from an estimated percent complete. Custom views show man-hour and cost progress, CPI and SPI, and work breakdown detail.

InEight presents the same earned value data as useful to both sides of a contract. Contractors track performance and forecast final man-hours and cost. Owners use it to validate progress and decide whether to accept completed work. The EVM capability connects to InEight's estimating, scheduling, change management and field data products, which can be bought separately or together.

Potential strengths

  • Progress claimed from the field through InEight Plan and Progress
  • Modular platform covering estimating, scheduling, cost and field execution

Trade-offs

  • Built around construction work packaging rather than government EVMS reporting
  • No published pricing

How to choose a vendor

Decide whether the contract requires a formal EVMS

US federal contracts with an EVMS clause require a system aligned with the EIA-748 guidelines and monthly data in the IPMDAR format for DoD and NASA, or DOE PARS for the Department of Energy. Deltek Cobra, EVMS forProject, Contruent, Sequence Enterprise and Cora each document EIA-748 support, and several document IPMDAR or PARS output. Owners and contractors that use earned value only as an internal performance measure can work with lighter, right-sized setups, which Octave and forProject both describe.

Separate the cost engine from the analysis layer

An EVM system needs a place where budgets, actuals and earned value are calculated, and many teams add a separate tool for variance analysis, narratives and audit metrics. Cobra and EVMS forProject are cost engines. Empower and Deltek wInsight Analytics are analysis layers that import data from those engines. Buyers should confirm which role each product plays before comparing them directly.

Check the scheduling and ERP connections first

Earned value depends on a resource-loaded schedule and on actual costs from the finance system. Most tools here read Primavera P6 or Microsoft Project schedules and import actuals from an ERP. Safran Project and Planisware include their own scheduling. Oracle's EVM runs through a preconfigured link between Primavera P6 and Primavera Unifier. A team should list its scheduler, ERP and timesheet system and ask each vendor to show the integration working on those systems.

Frequently asked questions

What is earned value management software?

Earned value management software combines a project's budget, schedule and actual costs to measure performance. It compares planned value, the value of work actually done and the actual cost, then reports cost and schedule variance, the cost and schedule performance indices CPI and SPI, and estimates at completion. Government contractors also use it to produce required reports in formats such as IPMDAR and DOE PARS.

Which tools support EIA-748 compliance?

Deltek Cobra lists built-in validation for DCMA, CAS and EIA-748. Contruent states alignment with the 32 EIA-748-C guidelines. Octave Sequence Enterprise, formerly EcoSys, supports full EIA-748 programmes. EVMS forProject is designed around EIA-748, and Cora supports the earned value techniques in the EIA-748-D intent guide. Software alone does not make a system compliant; the contractor's processes and system description are reviewed by the oversight agency.

Which tools produce IPMDAR and DOE PARS files?

Deltek Cobra and EVMS forProject both document IPMDAR and DOE PARS output. forProject states that it produces the Contract and Schedule Performance Datasets together in one run. Empower imports and works with IPMDAR JSON and DOE CPP JSON files. Sequence Enterprise lists automated IPMDAR, C/SSR and CFSR reports on Hexagon's EVM page. Buyers should confirm the current data item version with each vendor.

How much does earned value management software cost?

None of the ten vendors publishes a price list as of October 2026. Deltek, Encore Analytics, forProject, Contruent, Octave, Oracle, Planisware, Cora, Safran and InEight all quote after a demo or consultation. Contruent states that its implementations are fixed-fee, and Oracle offers its Unifier Accelerator configuration at no extra cost. Budgets should include implementation, integration with schedulers and ERP systems, and training.

What is the difference between Deltek Cobra and Empower?

Cobra is an earned value cost engine. It holds budgets, rates, baselines and control accounts and calculates earned value. Empower, from Encore Analytics, is an analysis layer that imports data from engines such as Cobra or EVMS forProject and adds variance analysis, data quality indicators, audit metrics and narrative workflow. Deltek's own analysis product for the same role is wInsight Analytics. Many contractors run an engine and an analysis tool together.

What happened to EcoSys and ARES PRISM?

Hexagon spun off its Asset Lifecycle Intelligence business as Octave, a separately listed company, completing the distribution on 28 May 2026. Octave then renamed EcoSys as Sequence Enterprise and says the product and team are unchanged. ARES PRISM, founded in 1994, now operates as Contruent, with its platform sold as Contruent Enterprise.

Does Primavera P6 do earned value management?

Oracle's earned value solution combines Primavera P6 EPPM for scheduling with Primavera Unifier for cost. Oracle's brief describes importing P6 projects, resource spreads and progress into Unifier, applying rate sheets and reviewing EVM dashboards there. Several other tools on this page, including Cobra, EVMS forProject, Contruent and Sequence Enterprise, also read P6 schedules and add the cost and earned value side.

How was this comparison compiled?

StatWharf Editorial compared ten earned value products using each vendor's public product, documentation and pricing pages, checked on 14 October 2026. Ownership changes were taken from Hexagon, Octave, Contruent, Safran and Kiewit pages. Products were included only where vendor documentation describes earned value management. No product was tested hands-on, and no vendor reviewed or confirmed its entry. The order is not a ranking.
