Best Data Governance Tools (2026): Top 9 Compared

Updated October 2026By StatWharf Editorial9 vendorsMethodology

Data governance tools put policies, ownership and access rules around an organisation's data and record evidence that the rules are followed. The nine products below fall into three groups. Collibra, Informatica, Ataccama, erwin by Quest, Precisely and DataGalaxy run the governance programme itself: glossary, stewardship roles, policy management, lineage and quality. Immuta and Trust3 AI (formerly Privacera) enforce access policy at query time inside data platforms such as Snowflake and Databricks. BigID starts from discovery and classification of sensitive data and builds governance workflows on top. Many organisations buy one tool from the first group and one from the second.

Order is not a ranking. How entries are ordered.

These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.

Data governance tools give an organisation a working system for deciding who owns each data set, what its terms mean, who may use it and how compliance is shown. In practice that means a business glossary, named owners and stewards, policy records, lineage, classification of sensitive data, access rules and audit evidence. Demand has grown as AI agents query data directly, because policies now need to apply to software as well as people.

The market splits three ways. Collibra, Informatica, Ataccama, erwin by Quest, Precisely and DataGalaxy run the governance programme: glossary, stewardship, policy workflows, lineage and quality. Immuta and Trust3 AI (formerly Privacera) enforce access policies at query time inside data platforms. BigID starts by discovering and classifying sensitive data, then attaches owners and policies. Catalog-first products such as Atlan, Alation and DataHub are covered on the data catalog software page.

The comparison covers nine products. Details come from each vendor’s public product, pricing and documentation pages and its AWS Marketplace listing, checked on 13 October 2026.

Vendor details and trade-offs

Collibra

enterprisecollibra.com ↗
Consider forEnterprises that need a shared business vocabulary, assigned data owners and stewards, and policy workflows with audit evidence, as Collibra's Data Governance product page describes
Pricing notesQuote only on collibra.com. Collibra's AWS Marketplace listing for the Collibra Data Intelligence Platform shows one dimension, Collibra Cloud Platform, described as a subscription to Collibra Data Intelligence Cloud, at $170,000 for a 12-month contract. The listing also offers 24- and 36-month tabs and private offers for custom quotes. No user or asset count is attached to the listed unit (checked Oct 2026)
Feature to evaluateConfigurable domains and communities that mirror the organisation's structure, with approval workflows embedded in Slack and Microsoft Teams

Collibra sells Data Governance as part of its data intelligence platform, alongside a data catalog, lineage, data quality and privacy products. The governance product is organised around four jobs: creating a shared language, assigning accountability, managing and enforcing policies, and automating stewardship.

The shared language is a business glossary of approved terms, rules and metrics. Accountability is handled through governance roles tied to role-based access controls, so that access privileges follow formally defined owners and stewards. Policy management runs automated compliance checks that validate data assets against predefined rules and flag violations, and Collibra states that this produces an overview of policy adherence for audits.

Stewardship automation uses Collibra AI to generate descriptions for tables, columns and diagrams and to classify assets automatically. The operating model is configured through domains and communities, workflows can be embedded in Slack and Microsoft Teams, usage analytics track adoption, and a Data Helpdesk lets users submit and track data issues. Collibra is also compared on StatWharf's data catalog software page, which covers its catalog rather than its governance workflows.

Potential strengths

  • Governance roles, policies and glossary sit in one product designed for a formal programme
  • Workflows reach business users in Slack and Microsoft Teams

Trade-offs

  • No price published on the vendor's own website
  • The listed AWS unit does not state which users, connectors or modules it includes

Informatica Cloud Data Governance and Catalog

enterpriseinformatica.com ↗
Consider forOrganisations that want catalog, lineage, classification and policy automation on the same cloud platform they use for data integration and quality, as Informatica's Cloud Data Governance and Catalog page describes
Pricing notesConsumption-based. Customers buy Informatica Processing Units (IPUs) that can be applied to eligible Intelligent Data Management Cloud services, including Cloud Data Governance and Catalog. Informatica's AWS Marketplace listing shows one bundle of 120 IPUs per month at $131,760 for a 12-month contract. Under the product description schedule, monthly IPUs do not carry over to the next month (checked Oct 2026)
Feature to evaluateGovernance runs on the same credit pool as integration, data quality and master data management, so services can be swapped without a new contract

Informatica Cloud Data Governance and Catalog (CDGC) is a service within Informatica's Intelligent Data Management Cloud (IDMC). Informatica became a wholly owned subsidiary of Salesforce when the acquisition closed on 18 November 2025, and Salesforce has said Informatica will continue to support its partner ecosystem.

CDGC is presented as one place to inventory, control, deliver and observe data and AI assets. The product page lists a centralised catalog with business context, automated lineage across source systems, AI-powered data classification, browsable hierarchical views for discovery and policy automation for compliance and responsible AI use. Informatica describes the catalog as a "catalog of catalogs" that sits across other metadata sources.

The pricing model is the main reason to consider Informatica over a stand-alone governance tool. IPUs give access to all eligible IDMC services, so the same pool funds data integration, data quality, master data management and governance. Administrators control which users can access each service, watch consumption in a dashboard and set threshold alerts. Buyers who need only governance should model IPU consumption carefully before committing.

Potential strengths

  • Consumption model lets one contract cover governance alongside integration and quality work
  • Usage dashboard and threshold alerts help administrators control IPU spend

Trade-offs

  • IPU consumption makes the governance share of the bill hard to forecast
  • Unused monthly IPUs do not carry over

Ataccama ONE

enterpriseataccama.com ↗
Consider forRegulated enterprises that want to combine governance, data quality and lineage in one platform and automate discovery and classification, as Ataccama's data governance page describes
Pricing notesQuote only. Ataccama ONE tiers are set by three dimensions: named users with full platform access, data objects managed in the platform (such as tables, views, pipelines and BI reports) and active data quality configurations run in the past 90 days. Consumer users with view permissions are unlimited at every tier. Limits are soft, and exceeding them does not trigger retroactive charges. Each named user receives an annual AI query allocation. No figures are published (checked Oct 2026)
Feature to evaluateGovernance and data quality share one platform, with the ONE AI Agent automating discovery, classification and policy enforcement

Ataccama ONE is a data trust platform that combines governance, data quality, lineage and a catalog. Ataccama positions it for regulated enterprises and states that it supports compliance with GDPR, CCPA, HIPAA and similar rules through sensitive data protection, consent management and policy implementation.

The governance feature set includes data discovery and classification, a business glossary of terms, hierarchies and rules, augmented lineage that traces data from source to consumption, and automated data quality monitoring that detects anomalies and flags issues. The ONE AI Agent automates discovery, classification and policy enforcement, and the platform catalogs both structured and unstructured data, including data used by AI models and agents.

The pricing page is unusually specific about structure, although not about figures. Tiers depend on named users, managed data objects and active quality configurations, view-only consumers are unlimited and limits are soft. That makes it easier to predict how a quote will scale than with vendors that sell undefined units. Data quality tools are compared separately on StatWharf's data quality tools page.

Potential strengths

  • Pricing dimensions are published and view-only users do not add cost
  • Data quality checks, glossary and lineage are part of the same platform

Trade-offs

  • No published prices
  • Buyers who already own a data quality tool pay for overlapping capability

erwin Data Intelligence by Quest

enterprisequest.com ↗
Consider forOrganisations that want cataloguing, stewardship, data quality and a data marketplace in one product, especially teams already modelling data in erwin Data Modeler, as Quest's product page describes
Pricing notesQuote only. Quest's erwin Data Intelligence page lists no prices or tiers; buyers request a quote or trial through Quest sales (checked Oct 2026)
Feature to evaluateAutomated trust scores that combine data quality results with lineage, plus a governance mind map of asset relationships

erwin Data Intelligence is Quest Software's governance product. Quest describes it as delivering automated data cataloguing, data quality, data stewardship and a data marketplace in one solution, for both data and AI governance.

The product harvests metadata across hybrid data estates and uses erwinAI to speed up definition, classification and business glossary development. Lineage is generated automatically from source to target, including transformations, and impact analysis helps plan for change. A governance mind map gives a view of the relationships between data assets and AI models, which Quest says can act as a semantic layer for AI and support compliance work.

Data quality is built in. Quality scores appear in lineage views, mind maps and impact analysis, and they feed automated trust scores for each asset. Observability alerting flags assets that become unreliable. A consumer-facing marketplace makes certified data and AI models easier to find.

The distinctive link is erwin Data Modeler. Teams that already maintain logical and physical models there can bring models, mappings and naming standards into the governance catalog rather than documenting them twice.

Potential strengths

  • Integration with erwin Data Modeler carries models and naming standards into governance
  • Trust scoring and observability alerts sit beside the catalog and lineage

Trade-offs

  • No published prices
  • Most value from the modelling integration goes to existing erwin customers

Precisely Data Integrity Suite

enterpriseprecisely.com ↗
Consider forOrganisations that need a FedRAMP-certified cloud governance service connected to Precisely's data quality and catalog services, as Precisely's Data Governance page describes
Pricing notesQuote only. The Data Governance service is part of the Precisely Data Integrity Suite, and the product page offers a demo request and product sheet rather than prices (checked Oct 2026)
Feature to evaluateA Data Catalog Agent that identifies and classifies personal data and critical data elements automatically

Precisely sells data governance as a service within its Data Integrity Suite, alongside catalog, data quality, integration and location data services. Precisely describes the governance service as cloud-based and no-code, and states that it is FedRAMP certified.

The service covers data meaning, policies and lineage, with the aim of improving data literacy and accountability across business and technical teams. A Data Catalog Agent uses AI and machine learning to populate descriptions, apply semantic classification, add tags and map relationships. It identifies personally identifiable information and critical data elements automatically. The Gio AI Assistant lets users find, tag and manage data in plain language.

Built-in dashboards show data quality and governance scores to monitor readiness. Precisely exposes those scores to AI agents through APIs and a Precisely-hosted MCP server, so agents can check which data is trusted. A Data Product Marketplace gives teams self-service access to governed data products.

Precisely states that it was named a Leader in the 2026 IDC MarketScape for worldwide data intelligence platform software.

Potential strengths

  • FedRAMP certification for the Data Integrity Suite Data Governance service
  • Connects to the suite's Data Quality service for rules, results and metrics

Trade-offs

  • No published prices
  • Governance is one service in a broader suite, so scoping a quote takes more work

DataGalaxy

mid-marketdatagalaxy.com ↗
Consider forTeams that want a catalog, glossary, lineage and governance module with tiers defined by editor seats, and that want to track the value of data and AI initiatives, as DataGalaxy's pricing and marketplace pages describe
Pricing notesQuote on datagalaxy.com. Catalog tiers are Starter (minimum 5 editors, 2 workspaces, 5 core connectors, unlimited readers), Professional (minimum 15 editors, 5 workspaces, 10 core connectors, Governance module, usage analytics) and Enterprise (minimum 50 editors, unlimited workspaces and connectors, data products management). DataGalaxy's AWS Marketplace listing shows two 12-month dimensions, Standard (5 contributors plus unlimited readers) and TEAM Catalog Subscription, each at $52,000 (checked Oct 2026)
Feature to evaluateA Governance Hub that turns policies into rules and real-time monitors, alongside a Strategy Center for use-case value tracking

DataGalaxy is a governance platform founded in Europe. Its AWS Marketplace listing states that more than 200 enterprises use it, naming Dior, Airbus and SwissLife. The platform has two products: DataGalaxy Catalog and DataGalaxy Portfolio.

The catalog side is described in four modules. Metadata Center connects to sources, automates lineage and tags sensitive information. Governance Hub turns policies into actionable rules and real-time monitors. Product Hub packages datasets, dashboards and AI models into certified data products. Strategy Center links use cases to business objectives so that leaders can prioritise investment and track value. AI assistants help with documentation, flag sensitive data and support natural-language search.

DataGalaxy publishes its tier structure. The governance module begins in the Professional tier, which buyers should note when comparing quotes against the Starter tier. Portfolio is sold separately in Start and Scale plans, and accelerator add-ons cover AI governance (including risk assessment for use cases) and marketplace and product lifecycle templates.

SaaS hosting is offered in the EU or US, with isolated tenants and private cloud options on the Scale plan.

Potential strengths

  • Tier contents and seat minimums are published
  • Readers are unlimited on every catalog tier

Trade-offs

  • The Governance module is not in the Starter tier
  • Seat minimums of 5, 15 and 50 editors rule out single-user deployments

Immuta

enterpriseimmuta.com ↗
Consider forRegulated organisations that need policy-based access control enforced natively across data platforms for both people and AI agents, with audit evidence on demand, as Immuta's Govern, Provision and Comply pages describe
Pricing notesQuote only on immuta.com. Immuta's AWS Marketplace listing for the Immuta Data Security Platform shows one dimension, 960 Immuta Units, at $96,000 for a 12-month contract. The listing defines an Immuta Unit as a monthly metric based on user subscription count and data store type (checked Oct 2026)
Feature to evaluateAccess requests routed through existing catalogs and marketplaces, with conditional or time-bound exceptions recorded for audit

Immuta describes itself as the authorization layer for data access. Its Data Authorization Platform applies one set of rules to every data request from a person or an AI agent, and Immuta states that each decision is made in under a second. The company says banks, pharmaceutical companies, insurers and government agencies run their data access on it.

The platform has three modules. Govern registers humans and AI agents from identity providers such as Okta, SailPoint and Microsoft Entra ID, scans tables and files with regex or AI-based logic to classify sensitive data, and enforces policy-based access controls natively inside each data platform at the moment data is accessed.

Provision handles access requests. Users ask through the catalogs and marketplaces they already use, agents can request data at question time, and users can see which fields are masked or filtered and request exceptions such as unmasking or time-bound permissions. Immuta evaluates each request against policy and risk and routes anything outside policy to human review.

Comply monitors human and agent activity, supports continuous access recertification and generates audit evidence and reports on request, such as who holds temporary access or which agents have touched regulated data.

Potential strengths

  • Policies enforced natively inside each data platform rather than through a proxy
  • Comply module answers audit questions and generates evidence reports

Trade-offs

  • No price published on the vendor's own website
  • Does not replace a business glossary or stewardship programme
Sources and status

Trust3 AI (formerly Privacera)

enterprisetrust3.ai ↗
Consider forOrganisations that want one access policy model enforced natively across Snowflake, Databricks, BigQuery, S3 and other platforms, particularly those carrying Apache Ranger policies, as Trust3 AI's data access page describes
Pricing notesQuote only on trust3.ai. The PrivaceraCloud listing on AWS Marketplace shows a Data Access Governance Starter pack at $100,000 for a 12-month contract, with additional units bought on top of the starter pack (checked Oct 2026)
Feature to evaluateA Policy Agent that converts plain-English intent into enforceable policies, with scope and impact analysis before approval

Privacera now operates as Trust3 AI, and privacera.com points to the new brand. The company was founded by the engineers behind Apache Ranger and Apache Atlas, the open-source access control and metadata projects used in many Hadoop and cloud data estates.

For data governance, Trust3 AI provides one place to define access policy and enforce it natively across sources such as Snowflake, Databricks, BigQuery and S3, without proxies or query rewrites. The company lists more than 50 connectors. Its model unifies attribute-based, tag-based and role-based access control. User attributes from Okta or Active Directory flow into policies, and tags such as PII trigger protections across systems.

Every access event is logged with the user, the policy evaluation and the result. Built-in reports support GDPR, HIPAA, CCPA and the EU AI Act. The Policy Agent lets teams write rules in plain English, which Trust3 AI converts into structured policies for review.

The company's homepage now leads with AI agent security, including agent discovery and purpose-based access. Buyers focused on data access governance should confirm which modules the contract covers.

Potential strengths

  • Open-standard Ranger policy model rather than a proprietary format
  • Built-in reports for GDPR, HIPAA, CCPA and the EU AI Act, with Splunk integration

Trade-offs

  • Company now leads with AI agent security, so data governance buyers should confirm roadmap
  • No price published on the vendor's own website
Sources and status
  • Product reference
  • Pricing source
  • Billing terms: 12-month contract on AWS Marketplace; additional units billed on the same contract
  • Source review: checked Oct 13, 2026
  • Vendor confirmation: not confirmed

BigID

enterprisebigid.com ↗
Consider forOrganisations that need to discover and classify sensitive data across structured and unstructured sources, then assign owners and apply governance policies, as BigID's data governance page describes
Pricing notesQuote only on bigid.com. BigID's AWS Marketplace listing for BigID Next shows one dimension, Discovery Foundation L1, at $175,000 for a 12-month contract, and its description asks buyers to contact BigID for custom pricing (checked Oct 2026)
Feature to evaluateLinks technical metadata to sensitivity, ownership, access, retention and regulatory obligations from a continuous scan

BigID approaches governance from discovery. Its data governance page describes continuous discovery of structured and unstructured data across cloud, SaaS, databases, data lakes, warehouses, files, applications, collaboration platforms, AI environments and on-premises systems.

Discovered data is classified as sensitive, regulated, confidential or business-critical, then connected to business terms, owners, stewards, applications, processing purposes, lineage, access, retention requirements and regulatory obligations. BigID describes a lifecycle of discover, classify, connect, govern and act.

The governance stage applies policies to real data, assigns accountability, manages exceptions and reviews quality and access. The action stage prioritises remediation, enforces retention and minimisation, resolves policy violations and generates audit evidence. BigID also sells a data and AI catalog.

BigID suits buyers who cannot yet say where regulated data lives. Its privacy features overlap with tools compared on StatWharf's data privacy management software page.

Potential strengths

  • Covers unstructured data, collaboration platforms and AI environments as well as databases
  • Retention, minimisation and remediation workflows sit next to governance

Trade-offs

  • Highest listed AWS Marketplace contract among the nine, and that listing covers the discovery foundation
  • Glossary and stewardship are less central than in programme-led tools
Sources and status

How to choose a vendor

Decide whether the problem is the programme or the enforcement

A governance programme needs a business glossary, named owners and stewards, approval workflows and policy records. Access enforcement needs row, column and tag-based rules applied at query time inside each data platform. Collibra, Ataccama, erwin, Precisely and DataGalaxy lead with the first. Immuta and Trust3 AI lead with the second. Informatica and BigID cover parts of both, from integration and discovery respectively.

Check which tier carries the governance features

Entry tiers do not always include governance workflows. DataGalaxy's Starter plan covers documentation and connectors, and its Governance module starts in the Professional tier with a minimum of 15 editors. Ataccama sets its tier by named users, data objects and active quality checks. Map required workflows, connectors and user types to tier names before comparing quotes.

Use marketplace listings as a reference, not a quote

None of the nine vendors publishes a price list on its own website. Six publish a contract price on AWS Marketplace, between $52,000 and $175,000 for 12 months, but most listings sell an undefined unit or a starter pack. Ask each vendor for an itemised proposal covering users, connectors, modules, environments and support.

Frequently asked questions

What are data governance tools?

Data governance tools help an organisation define who owns its data, what it means, who may use it and under which rules, and then prove those rules are followed. Typical functions are a business glossary, stewardship roles and workflows, policy management, lineage, classification of sensitive data, access control and audit reporting.

How much do data governance tools cost?

None of the nine vendors publishes prices on its own website. AWS Marketplace listings give reference points for 12-month contracts: DataGalaxy $52,000 per dimension, Immuta $96,000, Trust3 AI (PrivaceraCloud) $100,000, Informatica $131,760 for 120 IPUs a month, Collibra $170,000 and BigID $175,000. Ataccama, erwin and Precisely quote only.

What is the difference between a data catalog and a data governance tool?

A data catalog inventories data assets and makes them searchable. A data governance tool adds ownership, policies, approval workflows and compliance evidence. Several products do both. Catalog-first products are compared on StatWharf's data catalog software page; this page covers products that lead with policy, stewardship and access governance.

What is data access governance?

Data access governance controls which people and systems can query which rows, columns and tables, under what conditions, and records each access. Immuta and Trust3 AI enforce such policies inside platforms like Snowflake, Databricks and BigQuery. A programme tool such as Collibra or Ataccama records the policy; an access tool enforces it at query time.

Do organisations need both a governance platform and an access control tool?

Often, yes. Programme tools manage glossary terms, owners and policy records, while access tools apply masking and row or column rules at query time. Immuta states that users can request access through the catalogs and marketplaces they already use. Buyers should check that classifications and owners flow between the two tools so policies are not maintained twice.

Which data governance tools help with AI governance?

Most of the nine now address it. Informatica covers data and AI assets in one catalog. erwin tracks and certifies AI model readiness. DataGalaxy sells an AI Governance add-on. Precisely exposes governance scores to agents through an MCP server. Immuta and Trust3 AI authorise AI agent access to data at query time.

How long does it take to implement a data governance tool?

Vendors do not publish standard timelines, and the software is usually the smaller part of the work. Defining owners, stewards, glossary terms and policies takes business time. Starting with one domain, a few critical data elements and a small set of connectors keeps the first phase manageable before expanding.

How was this comparison compiled?

StatWharf Editorial compared nine data governance products using each vendor's public product, pricing and documentation pages and the vendors' own AWS Marketplace listings, checked on 13 October 2026. No product was tested hands-on, and no vendor reviewed or confirmed its entry. Buyer fit comes from vendor documentation, and the order is not a ranking.
