Best Benefits Administration Software (2026): Top 9 Compared
Benefits administration software runs open enrollment, life events, eligibility and the data feeds that tell carriers and payroll what each employee elected. The nine platforms below split into three groups. bswift, Benefitfocus, PlanSource, Businessolver, Empyrean and Alight sell a dedicated benefits platform bundled with service teams, call centers and outsourced compliance work to mid-sized and large employers. Employee Navigator and Selerix are licensed largely through insurance brokers, who build plans and run enrollment for their employer clients. WEX combines benefits administration with the consumer accounts, COBRA and direct billing it also administers. None of the nine publishes a full subscription price list.

Benefits administration software runs the yearly cycle of employee benefits: building plans and rates, enrolling employees and dependents, processing new hires and life events, and sending elections to insurance carriers and payroll. Most products also handle ACA reporting, and many vendors sell COBRA, dependent verification, carrier billing and employee call centers as services on top of the software. HR software and payroll software, which often include lighter benefits modules, are compared on separate StatWharf pages.
The comparison below covers nine dedicated platforms, from enterprise providers that bundle technology with outsourced service to broker-licensed tools for small and mid-sized employers. Information comes from each vendor’s own product, documentation or pricing page, checked on 11 October 2026. Employee Navigator publishes some add-on prices; the other eight quote on request.
Employers with fewer than 50 employees can compare payroll-linked, PEO and HRA options in benefits administration software for small business.

Vendor details and trade-offs
bswift was founded in Chicago in 2000 and describes itself as an AI-native benefits administration company. Its platform is offered in two configurations. bswift Simplify uses a pre-defined implementation for employers that have outgrown small-business enrollment tools but do not need a full enterprise build. bswift Unlimited is fully configurable for large or complex workforces, and bswift says more than 300 enterprises use the platform.
Employee support runs through Emma, an AI assistant that answers questions by chat and interactive voice response, backed by a human service center for complex cases. bswift also lists Emma EnrollPro guidance and claims-powered personalization among recent updates. Year-round engagement campaigns run through Evive, which sends personalized nudges after enrollment closes.
Outsourced services include COBRA administration, billing, dependent verification, retirement and payroll reconciliation. bswift states that it maintains more than 550 pre-built and partner integrations, including APIs with Workday, ADP and UKG, which matters for employers that want elections to flow from their HCM system without manual files.
Potential strengths
- Separate pre-defined and fully configurable implementation paths
- COBRA, dependent verification and payroll reconciliation available as services
Trade-offs
- No published pricing for either configuration
- Simplify is sold through brokers and channel partners rather than direct
- Product reference
- Product documentation
- Billing terms: Not published; quote through bswift, brokers or channel partners

Benefitfocus has been a Voya Financial business since 24 January 2023, when Voya completed an acquisition announced at roughly $570 million. At announcement, Voya said the Benefitfocus platform reached more than 25 million lives through employer and health plan customers, and stated that Benefitfocus would operate as a distinct business with an open-architecture, product-agnostic approach to carriers and brokers.
The current Benefitfocus site positions the product as a year-round benefits strategy rather than an enrollment tool. Its offering covers administration, employee engagement through the Benefitplace app, billing and compliance, with a connected service team. Benefitfocus emphasises claims-based insights reviewed by people, which are used to identify cost drivers and opportunities in the benefits program.
The site cites several client outcomes, including more than $7 million in dependent audit savings across eight clients and more than $11 million in payroll variance identified for one client. These are vendor-reported figures rather than independent results. Brokers and consultants are a stated channel, and Benefitfocus pitches its reporting as material for client renewal and strategy conversations.
Potential strengths
- Combines administration with cost and engagement analytics
- Backed by Voya Financial since January 2023
Trade-offs
- No published pricing
- Parent company also sells benefits products, which some buyers will want to discuss during selection

PlanSource describes itself as purpose-built for benefits administration and serves employers, brokers, consultants, resellers, HCM partners and carriers. Its platform covers enrollment, eligibility, life events, decision support and AI-assisted communications, and its outsourced services include ACA administration, COBRA, consumer health accounts, dependent verification, carrier billing and payment, and an employee service center.
Carrier connectivity is PlanSource's main point of difference. The Boost Carrier Integration Program includes a plan configuration API, live with Guardian, MetLife and Mutual of Omaha, that loads plans, rates and rules directly from the carrier. Real-time enrollment APIs are live with carriers including Aflac, Ameritas, Guardian, MetLife, Prudential, The Hartford, UnitedHealthcare and Unum. Evidence of insurability can be collected and decided inside the enrollment flow for many carriers, and a provider directory API lets employees search in-network doctors while choosing a plan.
PlanSource also publishes developer documentation for its administrative, payroll deduction, coverage and EOI APIs, which suits HCM and payroll vendors that want to embed benefits data. Each client receives an account manager, analysts and an executive sponsor.
Potential strengths
- Real-time enrollment and EOI APIs with named carriers
- ACA, COBRA, dependent verification, billing and a service center under one contract
Trade-offs
- API connections are live with selected carriers only, so other carriers still need file feeds
- No published pricing

Businessolver, based in Des Moines, Iowa, sells benefits administration technology combined with service. Its main platform, Benefitsolver, brings enrollment, communications, decision support, reporting and analytics into one system, and the MyChoice tools add a recommendation engine and a mobile app for ID cards, dependent documents and account claims.
Sofia is Businessolver's proprietary AI layer. It runs across the employee experience, administrator tools and service operations, and a Businessolver solution sheet says it understands more than 200 benefits topics, works by chat and phone and can update dependent and beneficiary details. Businessolver cites a client, Uniti, where 90% of employees self-enrolled and Sofia answered 88% of benefits questions; these are vendor-reported figures.
Businessolver acquired Workterra in October 2022 and continues to sell it as a separate, highly configurable enrollment platform with ACA administration built in. Service automation covers dependent verification, COBRA, ACA and payroll reconciliation, with an always-on service team that works from the same system data as HR.
Potential strengths
- Automates dependent verification, COBRA, ACA and payroll reconciliation
- Two platforms, Benefitsolver and the configurable Workterra, under one vendor

Selerix has offered benefits administration software for more than 20 years. Its core product, BenSelect, combines enrollment and eligibility with decision support for core and voluntary benefits, configurable workflows, embedded videos and branded or single sign-on enrollment. Engage adds employee communications, including a Content Assist tool that turns plan documents into messages for email and SMS, and Selerix sells ACA and COBRA compliance services alongside.
Selerix states that more than 26,000 employers use its platform, that 14 million employees have enrolled through it, that it maintains more than 1,000 integrations and that $19 billion in core and voluntary premium runs through it. It says brokers using the platform see 35% to 45% higher participation on four or more worksite products, a vendor-reported claim.
The product is aimed at complexity: multiple populations, union rules, variable contributions and unusual pay cycles. A published case study describes a county government that moved to BenSelect, Engage and ACA Services to handle eligibility for active employees, retirees and dependents. Selerix serves employers, brokers and resellers, and carriers that use it for enrollment of their products.
Potential strengths
- Built for complex eligibility, retiree and union populations
- Strong voluntary benefits focus with carrier partnerships
Trade-offs

Empyrean was founded in 2006 and is headquartered in Houston, Texas, with an office in Minneapolis. The company lists more than 900 employees and a 98% client retention rate. In 2024 it said its platform and services reached more than 6.5 million people.
Empyrean Benefits is a full-service benefits administration offering that combines the platform with integrated ancillary services and benefits guidance. The platform automates eligibility and compliance rules, connects to payroll and HRIS systems, carriers, wellness vendors and consumer accounts, and supports omnichannel communication plans built around each client's programs.
Service is the main emphasis. Each client gets a designated team that handles configuration, testing and account governance, and Empyrean states that 95% of employee questions are resolved on the first call. Empyrean Connect, launched in 2024, is a separate employee engagement product for internal communications and wellbeing programs that can be sold with or without Empyrean Benefits.
Potential strengths
- Designated team handles configuration, testing and governance
- Connects to payroll, HRIS, carriers, wellness and consumer account vendors

WEX sells benefits administration as part of a single platform that also runs consumer-directed health accounts and COBRA. Its benefits administration offering can be fully outsourced and covers open and ongoing enrollment, carrier and payroll integration, EDI, dependent eligibility verification and ACA reporting.
Employers can attach HSA, FSA, HRA, LSA, VEBA and commuter accounts, COBRA and direct bill administration, BeneFITWise decision support, Health Advocate advocacy services and non-discrimination testing. WEX argues that running these on one engine removes the vendor-to-vendor integrations where data is usually lost, and contrasts its approach with payroll-first platforms and pure-play benefits tools that rely on third parties for accounts.
HR teams use the LEAP employer portal to design plans, update employee and contribution data, review payroll and HRIS transmissions, run reports and view invoices. Brokers and consultants are a core channel, with dedicated channel support. WEX also licenses its platform on a white-label basis to HCM vendors, PEOs and third-party administrators.
Potential strengths
- One administrator for enrollment, accounts, COBRA and compliance
- Fully outsourced option including EDI, dependent verification and ACA reporting
Trade-offs
- No published pricing
- Most value comes when the employer also moves accounts and COBRA to WEX
- Product reference
- Product documentation
- Billing terms: Not published; quote-based
- Source review: checked Oct 11, 2026
- Vendor confirmation: not confirmed
Alight administers health, wealth, leave and wellbeing programs for large employers. Its benefits administration service configures enrollment around each employer's strategy and gives employees personalized plan suggestions after a short set of questions. Alight states that it supports more than 13,000 health plan designs and that 12 million people use its platform.
Alight Worklife is the employee platform behind the service. It brings health benefits, retirement savings, wellbeing and absence management into one web, mobile and virtual assistant experience, and uses Alight LumenAI to personalize content and automate routine HR processes. An employer portal provides analytics, ROI tracking and value dashboards, and an integration center lists the APIs available to connect Worklife data with other enterprise systems.
Alight acquired Hodges-Mace in 2019, adding the SmartBen enrollment platform and high-touch enrollment services aimed at employers smaller than Alight's traditional base. Alight's broader health offering includes healthcare navigation, reimbursement accounts and eligibility and compliance services, so buyers can scope a narrow benefits administration contract or a wider outsourcing arrangement.
Potential strengths
- Combines health, retirement and leave administration
- Built for very large and global populations
Trade-offs
- No published pricing
- Scope and implementation fit large enterprises more than small employers
- Product reference
- Product documentation
- Billing terms: Not published; enterprise quote

Frequently asked questions
What is benefits administration software?
Benefits administration software manages how employees enroll in health, dental, vision, life, disability and voluntary benefits, and keeps those elections in sync with carriers and payroll. It handles open enrollment, new hire and life event changes, eligibility rules, deductions, carrier data feeds and often ACA reporting. Vendors such as bswift, PlanSource and Businessolver pair the software with outsourced services and call centers.
How much does benefits administration software cost?
None of the nine vendors on this page publishes a full price list. Employee Navigator publishes partial figures: 834 EDI carrier feeds cost $0.45 per employee per month on its Enhanced Plus and Elite tiers and $0 on Platinum, while base tiers are sold through sales. The other eight quote on request, and outsourced services such as COBRA, ACA forms and call centers are usually priced separately.
What is the difference between benefits administration software and HR or payroll software?
HR suites and payroll systems often include a basic benefits module that records elections and deductions. Dedicated benefits administration platforms go further on complex eligibility rules, carrier connections, decision support, evidence of insurability and outsourced compliance services. StatWharf compares HR software and payroll software on separate pages; this page covers products whose core purpose is benefits administration.
What is an 834 file?
An 834 is the standard electronic file format for sending benefit enrollment and maintenance data to insurance carriers. Many platforms send carriers weekly 834 files. Some, such as PlanSource with selected carriers, use real-time APIs instead. Employee Navigator lists 834 EDI feeds as a paid add-on on some tiers, so buyers should ask how each carrier connection is built and charged.
Do brokers or employers buy benefits administration software?
Both, depending on the vendor. Employee Navigator licenses its platform to insurance brokers, who set it up for employer clients, and Selerix sells heavily through brokers and carriers. bswift, Businessolver, PlanSource, Empyrean, WEX and Alight contract with employers directly, often after a broker or consultant recommendation, and bswift sells its Simplify configuration through brokers and channel partners.
What happened to Ease benefits software?
Employee Navigator acquired Ease in April 2023. In June 2026 Employee Navigator announced that Ease will stop accepting new companies on 1 January 2027 and will become read-only on 1 July 2027, after which integrations and support end. Existing Ease groups are being moved to Employee Navigator, so Ease is not listed here as a separate option for new buyers.
Which vendors handle ACA reporting and COBRA?
Most dedicated platforms on this page cover both, either in software or as an outsourced service. PlanSource, Businessolver, bswift, WEX and Selerix list ACA and COBRA administration, Employee Navigator includes ACA reporting in every tier with separate form fees, and Benefitfocus and Empyrean describe compliance services alongside administration. Confirm which forms and notices the vendor files on the employer's behalf.
How was this comparison compiled?
StatWharf Editorial selected nine dedicated benefits administration platforms with live product pages, covering enterprise service providers, broker-licensed platforms and an administrator that also runs consumer accounts. Each vendor's own product, documentation or pricing page was read on 11 October 2026, and prices are recorded as published. No product was installed or tested, no vendor reviewed its entry, and the order of entries is not a ranking.
