Best Application Development Software (2026): Top 10 Compared

Updated October 2026By StatWharf Editorial10 vendorsMethodology

Application development software on this page means low-code platforms: visual builders that produce working business applications with far less hand-written code than a conventional IDE project. The ten platforms below fall into three groups. OutSystems, Mendix and Microsoft Power Apps are enterprise platforms for portfolios of internal and customer-facing applications, with governance, multiple environments and deployment choices. Oracle APEX, Quickbase, Google AppSheet and Kissflow serve teams that build data-driven business applications on top of an existing database, spreadsheet or process. Retool, Caspio and Budibase focus on internal tools, database-backed web apps and self-hosting, with published prices that let a small team start without a sales call.

These comparisons draw on public product information, not hands-on testing of every tool. Source records identify available references and checks; missing evidence is marked. Buyer fit is an editorial assessment, not a measured performance score. How to use this research.

Application development software lets organisations build their own business applications instead of buying a packaged product or commissioning a full custom development project. This comparison covers low-code and no-code platforms: tools that provide a visual builder, data modelling, workflow automation, user management and hosting in one product, so that developers and trained business users can ship working applications quickly. Conventional IDEs and code editors are a separate category and are not covered here.

The market splits along two lines. The first is scale: enterprise platforms such as OutSystems, Mendix and Microsoft Power Apps govern large application portfolios across many environments, while AppSheet, Quickbase, Caspio and Budibase let a single team publish an app in days. The second is the licence metric, which can be per user, per builder, per app, per application object, a flat account fee or database consumption.

The comparison covers ten platforms. Details come from each vendor’s public pricing, product and documentation pages, checked on 13 October 2026.

Vendor details and trade-offs

OutSystems

enterpriseoutsystems.com ↗
Consider forLarge organisations that build and run many internal, customer-facing and core-system applications and AI agents on one governed platform, as OutSystems' pricing and platform pages describe
Pricing notesQuote only. Subscriptions are priced on the size of the applications in Application Objects (the sum of screens, database tables and API methods; a typical medium-sized app is about 150 AOs), on the number of internal and external end users counted separately, and on add-ons such as extra runtimes, 24x7 support and a 99.95% uptime upgrade. The platform starts with 100 internal users. The free Personal Edition supports up to 100 internal users on OutSystems Cloud with a development runtime only (checked Oct 2026)
Feature to evaluateA licence metric based on application objects, so cost follows the size of the app portfolio, with the IDE and CI/CD tooling included at no extra charge

OutSystems is a low-code platform that the vendor now markets as an agentic systems platform for building AI agents and applications for employees, customers and partners. Its pricing page groups the offer into the main platform, optional add-ons and a free Personal Edition for learning.

The paid platform includes 8x5 professional support, development, non-production and production runtimes, a 99.5% uptime guarantee on OutSystems Cloud and ISO 27001 compliance. Add-ons extend this to 24x7 support, 99.95% uptime, extra runtimes, SOC 2 Type II and PCI DSS compliance, mobile app shielding and more end users. Deployment options include OutSystems' fully managed cloud, on-premises installation, private cloud and sovereign or regulated cloud.

The licence is measured in Application Objects, which count screens, database tables and API methods across all apps, together with non-anonymous end users. OutSystems states that its generated code is based on widely used frameworks, so applications can be extended outside the platform. Use cases listed on the site include citizen portals, mobile banking, claims management, field service and internal case management.

Potential strengths

  • Development, test and production runtimes included as standard
  • Deployment on OutSystems Cloud, on-premises, private cloud or sovereign and regulated cloud

Consider forOrganisations that already run Oracle Database or Oracle Cloud and want developers to build data-heavy business applications close to the data, as Oracle's APEX page describes
Pricing notesAPEX is a no-cost feature of Oracle Autonomous AI Database and all other Oracle AI Database distributions. The managed APEX Service on Oracle Cloud uses elastic pay-per-use pricing with no per-user fees, and Oracle offers a free tier. Oracle does not publish a separate APEX licence price (checked Oct 2026)
Feature to evaluateNo per-user licence fee: APEX is included with every Oracle AI Database distribution

Oracle APEX is a low-code development platform built into Oracle Database. Applications are built with low-code tools and run inside the database, which gives them the database's security, performance, scale and availability features. Oracle positions it for feature-rich, mission-critical applications that are easy to maintain.

Oracle describes APEX as a no-cost feature of Oracle Autonomous AI Database and every other Oracle AI Database distribution. On Oracle Cloud it is sold as APEX Application Development, also called APEX Service, with elastic pay-per-use pricing, no per-user fees and a free tier. The cost of an APEX application is therefore mostly the cost of the database it runs on.

The product page lists AI-assisted development using generative AI and natural language, REST data access for consuming external services, and a gallery of starter apps, sample code and plug-ins. Oracle cites customer stories from Nomura Research Institute, which reported a 65% reduction in development effort, and Syneos Health, which built a clinical project management platform on APEX. Training, certification, documentation and regular office-hours sessions are available.

Potential strengths

  • No separate licence cost for existing Oracle Database customers

How to choose a vendor

Check which metric drives the bill

Licence metrics differ more than feature lists do. OutSystems prices on application objects plus end users. Mendix prices per app or for unlimited apps, then per user. Power Apps, AppSheet and Quickbase charge per user. Retool separates builders from internal users. Caspio includes unlimited app users on every plan, and Oracle APEX has no per-user fee. A portal with thousands of occasional external users costs very differently under each model.

Separate build cost from run cost

Several vendors exclude infrastructure from the licence. Mendix states that compute resources are not included in Standard and Premium pricing. Oracle APEX runs inside Oracle AI Database and is billed through database consumption. Power Apps sells extra Dataverse storage at $40 per GB a month. Ask for hosting, storage and additional environment costs in writing before comparing quotes.

Confirm where the applications can run

Regulated buyers should check deployment options before features. OutSystems lists its own cloud, on-premises, private and sovereign cloud. Mendix lists its public cloud, a dedicated cloud, a FedRAMP instance, Kubernetes, SAP BTP and servers. Retool Enterprise and Budibase support self-hosting, including air-gapped options. AppSheet, Quickbase, Caspio and Kissflow are delivered as cloud services.

Frequently asked questions

What is application development software?

Application development software helps organisations build business applications. This page covers low-code platforms, which use visual builders, prebuilt components and connectors so applications need far less hand-written code. Typical uses include internal tools, approval workflows, data-capture apps, customer portals and replacements for spreadsheets or legacy systems. Traditional IDEs and code editors are outside its scope.

How much does low-code application development software cost?

Published prices vary widely. AppSheet runs from $5 to $20 per user a month, Power Apps Premium is $20 per user a month, Quickbase starts at $35 per user a month plus a platform minimum, and Retool charges $10 to $50 per builder. Caspio starts at $270 a month for unlimited users. Mendix Standard starts at €918 a month. OutSystems and Kissflow quote.

Are there free low-code platforms?

Yes. Budibase's open-source edition is free to self-host with unlimited users. Mendix Free, the OutSystems Personal Edition and the Power Apps Developer Plan support learning and prototyping. Retool Free covers up to five users, AppSheet is free for prototypes with up to 10 test users, and Oracle APEX is a no-cost feature of Oracle Database.

What is the difference between low-code and no-code?

No-code tools target business users and avoid code entirely, usually within fixed building blocks. Low-code platforms also offer visual building but let developers add custom code, APIs and integrations. AppSheet and Quickbase lean towards no-code. OutSystems, Mendix, Retool and Oracle APEX expect developer involvement for complex logic. Power Apps, Kissflow and Caspio serve both groups.

How do per-user and per-app pricing models compare?

Per-user pricing, used by Power Apps, AppSheet and Quickbase, suits a known number of employees. Mendix prices per app or for unlimited apps, OutSystems uses application objects, and Caspio charges a flat fee with unlimited users. Portals with many occasional external users are usually cheaper under app-based or flat pricing, so buyers should model their real user counts.

Which platforms can be self-hosted or run on-premises?

OutSystems offers on-premises and private cloud on certain plans. Mendix supports Kubernetes, private cloud and server-based deployment. Retool Enterprise can be self-hosted or air-gapped. Budibase's open-source edition and Enterprise run on the customer's infrastructure. Oracle APEX runs wherever Oracle Database runs. AppSheet, Quickbase, Caspio and Kissflow are cloud services.

Can applications be moved off a low-code platform later?

Lock-in differs by vendor. OutSystems states that it generates standard, open code that can be extended outside the platform. Oracle APEX applications and data stay in the customer's Oracle Database. Budibase is open source. Most other platforms keep applications in their own runtime, so buyers should ask how data, logic and user interfaces can be exported before committing.
